- Amendment 0004 Schedule B has been updated to Schedule B - Rev. 3 - 21MAR2024. The Header and Footer for each tab of Schedule B may be changed under Page Setup to show company name, proprietary statement, or submission date. However, the cells may not be changed. Values should be input in the highlighted cells. The following question was received after the RFI due date. However, the Government considered it in the best interest of the Government to provide an answer: Question: Pursuant to the PWS requirement for journeyman licensed individuals, does the trade staff need to hold a journeyman�s card from their respective trade halls? For example, would a State EPA HVAC, or boiler operator certification, or a general trades journeyman license from the current CBA Union cover this requirement? Alternatively, is a specific trade union (IBEW, Pipefitters, Carpenters, boilermaker) journeyman card required showing the completion of a union apprenticeship in the trade? Does the government recognize EITS Cards? Answer: Licensing and qualifications are two different topics. Licensing for boiler operators and refrigerant handling are state level certificates. Journeyman qualifications are determined by trade unions which issue cards to their members. We are not requiring the cards, but do expect the tradesmen to have qualifications and experience in line with the journeymen for the specific trades they are working in. The current CBA union, Teamsters 115, does not provide journeymen cards for mechanical and electrical trades, so, the successful contractor will have to determine that the employees possess adequate qualifications and experience to be described as journeymen. (End of Change) Amendment 0003 The due date for proposals is extended to Monday, April 8, 2024, 10:00 AM ET. Schedule B has been updated to Schedule B - Rev. 2 - 19MAR2024. Exhibit E.7 � Past Performance Questionnaire is hereby implemented. If a PPQ request has already been sent to the End-User/Client, please resend with this form. AGAR Provision 452.215-71 has been updated. The Preventative Maintenance (PM) Plan paragraph under the Management Approach section of L.3.1.1 FACTOR 1 � MANAGEMENT APPROACH has been updated.
