- GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 3/21/2024. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cowpens National Battlefield is seeking qualified firms or organizations for the installation has a requirement to replace the waste water (septic systems) at the park headquarters facility which is located at 338 New Pleasant Road, Gaffney, SC; and at the park housing units which are located at 540 and 546 New Pleasant Road, Gaffney, SC. The work includes removal and disposal of the existing septic systems, and installation of new septic tanks, infiltration fields, distribution boxes, and related piping. Scope of Services: Remove and dispose of two existing onsite septic systems. Install two new septic systems, per contract specifications and drawings, to include new septic tanks, infiltration fields, distribution boxes, and related piping. Additional Requirements: All work shall be performed under a single prime contract. The administrative headquarters and park housing units are frequented by park staff and tenants; and as such the contractor will need to apply required markings, temporary barricades, and safety measures to provide safe working conditions for park staff, visitors, and contractor employees. The contractor shall sequence work in order to minimize disruption of waste water services available at the facilities. The contractor shall protect the work site from start to finish, from silt/debris run off that could impact parking areas, landscape, walkways and other accessible features near the work site. Archeological monitoring will occur during the performance of all site disturbing work. The contractor and archeological monitor shall coordinate work schedules prior to the disturbance of soils, in accordance with the daily construction work schedule (submitted 30 days in advance to CO and COR) and in conjunction with the COR. PLACE OF PERFORMANCE: Gaffney, SC PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
