DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. The purpose of this announcement is to provide the DRAFT Solicitation as well as the documents associated with the DRAFT Solicitation (Section J, Attachments) for the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Ship & Air Integrated Warfare (SAIW) Division Lifetime Support Engineering (LSE) N00421-24-R-0016 procurement. A Table of Contents identifying the contents of the Section J attachments can be found on page 80 of the DRAFT Solicitation. Please review the DRAFT Solicitation along with the associated documents and provide feedback. Please provide specific comments. Comments on the DRAFT Solicitation are welcomed and should be emailed to both the Contract Specialist, Nicholas Suhosky, at nicholas.a.suhosky.civ@us.navy.mil and the Contracting Officer, Carolyn Emmart, at carloyn.a.emmart.civ@us.navy.mil. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. The subject line should read N00421-24-R-0016 (LSE). The Government will not provide a response to the comments. However, the comments are Industry's opportunity to highlight areas of the DRAFT Solicitation that may need clarity. Comments will be considered and reflected in the Final Solicitation, if applicable. No phone calls will be accepted. Industry's review and feedback provided on the solicitation in its entirety is highly desirable and appreciated. Description of Requirement: The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Ship and Air Integrated Warfare (SAIW) division is tasked by Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) ships and PEO Integrated Warfare Systems (IWS) to provide engineering and technical services to support the production, Lifetime Support Engineering (LSE), and In-Service Engineering (ISE) for Radio Communication System (RCS) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems aboard U.S. Navy surface combatants and at associated shore sites. This procurement will be a full and open competition. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a small business size standard of $47,000,000. The Product Service Code (PSC) for this requirement is J020 Maintenance, Repair and Rebuilding of Equipment: Ship and Marine Equipment. This requirement is a follow-on procurement for N00421-20-D-0004. The Government requests all comments and questions to be submitted by 11:00AM on 4 April 2024.
