- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a sole-source basis and award a purchase order to Cvent, Inc., 1765 Greensboro Station Pl FL 7, Tysons Corner, VA 22102. This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(ii). � MBDA is the only Federal government agency dedicated solely to supporting minority business entities (MBEs), enterprises, and entrepreneurs.� MBDA�s vision is economic prosperity for all American business enterprises. MBDA plays a critical role in fostering the growth of inclusive entrepreneurial ecosystems, which is in line with the Department of Commerce�s (DOC) mission to create the conditions for economic growth and opportunity for all communities.� MBDA's mission is to promote the growth and competitiveness of minority-owned businesses by providing access to capital, access to contracts, and access to market opportunities - both domestic and global. MBDA is looking for a comprehensive digital platform that can provide the following: Branded Event Websites: Has the ability to create professional and branded event websites that can include detailed information on the events, the agenda, venue, speakers and sponsors Stakeholder Management/Speaker Resource Center: Platform must have the ability to maintain speaker and sponsors photos and bios. Should allow the speakers and sponsors the ability to log in and upload their own credentials; Platform should allow MBDA to create, assign and track speaker tasks, collect speaker content, and send notifications Event Registration: Platform should have dynamic registration paths that allow unique registration paths based on attendee type; platform should also allow for guest and group registration Email Communication: Platform should have the ability to send targeted and automated email communications related to events such as invitations, reminders, confirmations, invoices, and cancellations. Exhibitor Management: Platform should allow exhibitors to self-service and to centrally manager their tasks, booth staff registration, appoints, and other logistics Onsite Check In: Platform should allow for On-site check in and sync with online registration Virtual Events: Platform should have the ability to create and deliver live, on-demand and pre-recorded webinars to at least 10,000 attendees Video Editing: Platform should allow for editing of pre-recorded webinar content � Attendee Engagement: Platform should allow for attendee engagement tools to include but not limited to �live Q/A, session chat, gamification, polling, discussions, messaging and surveys Hybrid Events: Platform should allow the option to host hybrid events to capture both virtual and in person content at the same time This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a purchase order will be issued to Cvent, Inc.
