National Park Service (NPS) Northern Rockies Major Acquisition Buying Office (NR MABO) Multiple Award Simplified Construction Services (MASCS) IDIQ SUBJECT: Pre-Solicitation Notice for Solicitation No. 140P1424R0010 (Sources Sought Previously Posted Under 140P1423R0030) NOTICE TYPE: Pre-Solicitation Notice TITLE: This is a Pre-Solicitation Notice for two Multiple Award Simplified Construction Services (MASCS) IDIQ contracts for the National Park Service (NPS), Northern Rockies Major Acquisition Buying Office (NR MABO), for services provided to NPS units within the states of Montana and Wyoming, and including Dinosaur National Monument in Colorado, Golden Spike National Historic Site and Timpanogos Cave National Monument in Utah. GENERAL: The National Park Service, Contracting Operations � Central (ConOps � Central) intends to solicit for two Multiple Award Simplified Construction Services (MASCS) IDIQ contracts that may be used to accomplish a broad range of minor construction, renovation, maintenance and repair projects. PROJECT SCOPE AND LOCATIONS: The NPS ConOps - Central, NR MABO, intends to issue a Request for Proposal (RFP) for two MASCS contracts for minor construction, renovation, maintenance and repair projects at current and future NPS Parks, Park Units and locations located in the states of MT and WY, including Dinosaur National Monument in Colorado, Golden Spike National Historic Site and Timpanogos Cave National Monument in Utah. Typical work under the MASCS contracts will include, but will not be limited to, construction of facilities, interior and exterior facility renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, and other related work. The contractor shall be responsible for furnishing all materials, labor, plans, tools, transportation, equipment, services and incidentals necessary to complete each task order from conception through completion. The contractor shall be capable of performing multiple simultaneous projects. All work will be accomplished in accordance with individual task order requirements, master specifications, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. Two Firm Fixed Price awards are contemplated from this solicitation with awards to the offerors providing the best value, based on the evaluation criteria outlined in the solicitation once issued. PERIOD OF PERFORMANCE: The total period of performance for these MASCS contracts will be a five-year ordering period. ESTIMATED MAGNITUDE OF CONSTRUCTION: Task orders will typically range in value from $10,000 to $350,000, each with a minimum task order value of $2,000 and a maximum value of $1,000,000. The total of individual task orders placed against the MASCS contracts shall not exceed $40,000,000. The magnitude of construction for all task orders combined is greater than $10M. SET ASIDE: This acquisition has been set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must have a current registration at sam.gov as a small business at the time the proposal is received. TENTATIVE DATES: The Request for Proposal (RFP) is anticipated to be issued on or about April 29, 2024 (subject to change) and will be open for a minimum period of 30 days.
