- SOURCES SOUGHT FOR Army Heritage Uniforms At Center for Initial Military Training (CIMT) This Notice has been Amended 1 time. INTRODUCTION The Mission and Installation Command (MICC) � Fort Eustis is issuing this source sought notice (SSN) as a means of conducting market research to identify potential businesses having an interest in, and the resources to fulfill, this requirement. The result of this market research will contribute to determining the method of procurement should a procurement action follow. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A �REQUEST FOR PROPOSAL (RFP)�. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. RESPPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR RFP, IF ANY IS ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT- WIDE POINT OF ENTRY (GPE) IF APPLICABLE. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The current Army history lessons contained within the Basic Combat Training (BCT) Program of Instruction (POI) require improvement to instill a sense of pride and personal identification as a US Army Soldier. US Army History taught in BCT was developed to be informative and relate context on US Army history to inform BCT Trainees on the Army�s rich heritage and lineage. REQUIRED SETS MICC-Fort Eustis is seeking to determine industry capabilities to deliver complete sets (uniforms, weapons, equipment, accoutrements, etc.) of exceptional quality and authenticity � to include all product selection, design, fabrication, detailing, and production, etc. CIMT is seeking complete sets from the following wars: Revolutionary War Civil War World War I World War II Korean War War in Vietnam Gulf War I CIMT anticipates purchasing 18 complete sets. All weapons, ammunition, grenades, etc. shall be non-firing replicas only. All items in the set shall be replicas of the authentic U.S. Army issued version, as applicable. Items which were not issued by the U.S. Army shall be an authentic representation of what was worn and equipped by soldiers in the field. Items that work as a set (e.g., muskets and bayonets, or rifles and slings, etc.) shall be of an appropriate and authentic combination. All colors/patterns shall be authentic replicas of those worn by soldiers in the field. ELIGIBILITY All businesses are eligible to respond. RESPONSE DETAILS Your response may respond to any time period, or all of them. However, you may only respond to those wars to which you can supply a complete set. MICC-Fort Eustis anticipates purchasing each set from a single supplier, or all sets from a single supplier. Individual items within sets will not be procured from separate suppliers. Your response shall indicate the wars for which you can deliver a complete set, and the estimated price (or price range) for each set. For each set, your response must also include an estimated delivery time (number of days from the date the order is awarded). For each set, your response shall also include a list of all deliverables within the set. The required items for each set are identified in the Salient Characteristics document, attached. For each set, your response shall also answer the following questions: 1. Are there any items omitted from the Salient Characteristics that should be included in a complete set? If so, list such items and explain why. 2. Are there any items listed in the Salient Characteristics that should be excluded? If so, list such items and explain why. 3. (Optional) Please provide any additional information, beyond the attached list, you would require to formulate a quote. For each item, your response must include: short description catalog number or other unique identifier (if different than 1 and 2) Army issued identifier � for example: M64 Jungle Trousers or M1910 Entrenching Tool whether the item is available in-stock or custom tailored estimated price (or price range) (optional) no more than 50 words providing additional information in your business judgment. Your response may be in the form of a table, estimated quote, or other similarly organized fashion, provided that each set is separately identified and all items within a set are grouped together. Your response may include additional marketing materials in your discretion. Your response as described in this paragraph shall not exceed 10 8.5� x 11� pages with 1� margins. Your response shall use 12-point Times New Roman font. Your response shall be submitted in .pdf format. The first page of your response as described above shall also include: Organization name, address, primary points of contact (POCs) and their email addresses, Web site address, telephone number, type of ownership for the organization, CAGE code, and NAICS code that your company would be most likely to bid on such a requirement under. Your response must also include high-quality color images of no more than 5 products of your choosing from each time-period (35 images total) that represent the exceptional and authentic quality of your work. These shall be provided as attachments to the end of your .pdf response above, as 35 8.5� x 11� pages with 1� margins. Accompanying text is permitted but not required and may be stylized or of any font or size, provided that it shall be easy to read and does not intersect any portion of the product being depicted. These 35 images do not count towards your page count above. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUMIT CLASSIFIED MATERIAL. All questions concerning this SSN shall be emailed to the contact below by no later than 1500 ET on Monday, March 18, 2024. The questions should be informally presented within the email body and without any attachments. MICC-Fort Eustis will decide which, if any, questions to respond to, and the answer will be provided only to the requesting vendor. MICC-Fort Eustis has the discretion to choose not to answer, or even respond to, any question or questions. Your response to this Sources Sought shall be emailed to the contact below by no later than 1500 ET on Thursday, March 21, 2024.
