The 90th Contracting Squadron is issuing this sources-sought announcement, FA461324QSCAN, for work at Francis E. Warren Air Force Base (F. E. Warren AFB), Wyoming.� The North American Industrial Classification System (NAICS) code for this procurement is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business standard of 1,350 employees is to be used for market analysis only to determine the availability of small businesses.� No award will be made from this sources-sought announcement.� No solicitation is available. F. E. Warren AFB is conducting market research to identify a potential small business entity that has the ability to meet the requirement identified below. LIST OF ATTACHMENTS: Attachment 1 � Contractor Response Form 1. SCOPE OF WORK The Contractor shall provide all management, tools, supplies, equipment, materials, and labor necessary to provide a fully functional x ray vehicle scanner at F. E. Warren Air Force Base, Cheyenne, Wyoming, in accordance with all applicable federal, state, local laws, regulations and safety requirements in this performance work statement (PWS). 1.1 Basic Services The contractor shall install a new x-ray vehicle scanner including all wiring, terminations, anchor bolts, vehicle guide rails, traffic lights, vehicle height/width gauges. 1.1.1 Provide any special permits and licenses that may be required. � Provide a schedule of work to the contracting office and the Project Manager (PM) before the start of work. � Protect the existing, adjacent property. Properly remedy all damage or loss that occurs. � Contractor�s employees shall park in areas assigned by the Project Manager (PM). 1.2 Description of Work 1.2.1 Design, fabricate, ship and install a functioning x-ray vehicle scanner. 1.2.2 The x ray vehicle scanner shall include the following functions/characteristics: � Proposed scanner system must have successful track record of minimum 5 years with provided examples of current uses at other similar facilities � High throughput drive through screening systems. Base line throughput of 120 trucks/hour capability or greater. � Size requirement for larger tractor trailer size vehicles, buses and cargo containers. Predominantly scanning tractor trailer style vehicles. � Must offer multiple views in a single scan including left, right and top down transmission imaging in a single scan. � System should include a drive over inspection camera for under vehicle inspection. Include heating and drainage for cold weather operations at camera location. Include lighting for use during night inspections. � Scanner footprint must fit in a nominal 25�X25� area. � Must have the ability to operate in year-round climates indicative to Cheyenne, WY. Equipment will be operated outside in the elements without an over structure or climate control. � Utilize 3-sided backscatter technology, forward-scatter technology, and top-down transmission imaging technology using low energy sources that require no additional shielding. Imaging performance for backscatter shall be a minimum of 6 mm steel penetration with 5mm wire resolution. Top-down steel penetration 38 mm with 2mm wire resolution. � One portal scan radiation exposure rate shall be <0.1 ?Sv per scan. � Allow for comprehensive imaging of vehicles with minimal cut-off. � Provide all image analysis software, monitor screens, workstations, computers, keyboard, mouse etc. System should have to ability to add additional workstations. � System must have ability to hold/release the scan target vehicle i.e. controls for exit gate, drop arm, and stop light system. � Store images and image date. Minimum storage of 30 days of scans. � Include license plate reader with a 95% or greater accuracy rating. � Include all traffic control devices necessary for operations of the system. Lights, traffic lights, radar, drop arm etc. � Protection bollards or anti-collision system � Include dual-energy image analysis tools. Include any upgraded image analysis tools. � Include any upgraded intelligent image analytics tools � Provide minimum 1 year warranty to include all preventative and corrective maintenance as well as maintain a 48 hr response time to FE Warren, AFB for repairs and service. � Include all applicable vehicle guides, speed displays and transmission detectors. � Provide 5 years of annual owner training at the digression of the government � Include trucking manifest scanner with the system. � Include all system engineering including anchorage, electrical, traffic control and any other requirements. � Include stand-alone (not manual) vehicle height/width gauge prior to scanner � Provide vehicle guide rail through scanner portal � Contractor responsible for pulling and terminating all wiring from scanner-to-scanner shack and back to existing 480V transformer. Contractor will be responsible for providing step down transformer if they require a voltage other than 480V. Electrical panels at existing 480V transformer and scanner shack will be provided by others. High West Energy will perform all terminations inside existing 480V transformer only. � Contractor responsible for all anchor bolts and mounting hardware for scanner, vehicle gauge, and any additional transformers/equipment required as part of this scope.
