The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey and is seeking potential sources for an generator cleaning and maintenance .This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.     Responses shall be submitted to Nick Price at Nicholas.Price@va.gov by COB 03/26/2024 at 17:30 PST SUBJECT: RFI 36C26024Q0399 Generator testing   This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item.    Interested companies shall provide, at a minimum, the following information with their response;     Company Name and Address:  Point of Contact (POC)  Name:  Email Address:  Phone Number:  DUNS Number/UNIQUE SAM ID:  Brochures of their offered equipment.   The anticipated North American Industry Classification System (NAICS) 561621. Mark if your firm is eligible for participation in one of the following small business programs. The Government will in no way be bound to this information if any solicitation is issued.  SOW February 23, 2024 Scope of Work Transformer cleaning and testing VA SORCC 8495 Crater Lake Highway White City, OR 97503 General information: The work described below applies to twenty-eight (28) liquid-cooled medium voltage transformers with various ages throughout the campus. Vendor will need to check in at B229 and review facility LOTO procedures prior to work. The facility presumes no power shut downs are needed. Vendor shall provide action plans, and ten (10) calendar day notice if that is not the case. CLIN 001 Clean exteriors. Inspect for signs of overheating with infra-red thermal detection equipment. Inspect exterior and interior for damage to housings, connection points, and insulation/insulators. Test cooling liquid(s) to ensure it meets manufacturer specifications. Top off complying liquid with like liquid to manufacturer s specifications. CLIN 002 Replace cooling liquid in up to two transformers. C.1 RECOGNIZED HOLIDAYS: The contractor is not responsible to provide services on the following days but must provide frequent enough service prior to and after these holidays: New Year s Day, Martin Luther Kings Day, President s Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas. C.2 PERSONNEL POLICY: The Contractor shall be responsible for protecting the personnel furnishing services under this contract. To carry out this responsibility, the contractor shall provide the following for their personnel: Worker s compensation, Professional Liability Insurance, Income tax withholding, and Social Security payments. The parties agree that such personnel shall not be considered VA employees for any purpose and shall be considered employees of the Contractor. C.3 VA SORCC Business Hours: Work must be accomplished during normal VA SORCC business hours, which are 8 am to 430 pm. C.4 LAWS & ORDINANCES The Contractor shall comply with all applicable laws, ordinances, and regulations (Federal, state, city or otherwise) covering his operations under the contract. C.5 INVOICES All payments shall be made in arrears upon receipt of a proper invoice. Invoices will provide the following minimum information: Contract Number Date of Service Itemized Charges Weight of all waste and recycle (if applicable) Authorizing Official
