Description
THIS IS NOT A REQUEST FOR QUOTE. THIS IS ONLY A REQUEST FOR INFORMATION FOR INDUSTRY TO RESPOND TO. PLEASE PROVIDE A CAPABILITIES STATEMENT THAT EXPLAINS YOUR COMPANIES FUNCTION/ABILITIES. SEE BELOW: Please direct all responses to: Dain L. Christensen Natural Resource Manager Environmental Compliance & Protection Division Natural Resources Office, Building 1359 P.O. Box 63062Marine Corps Base Hawaii, 96863 Office: 808.257.7129 Email: dain.christensen@usmc.mil DESCRIPTION OF SERVICES. In the spirit of pioneering science and support of mission readiness, the contractor shall conduct an experimental evaluation on the effectiveness of canines to detect active nests using only salvaged eggs and egg shells. Salvaged eggs/shells are those no longer viable and recovered during an excavation of a known sea turtle nests as permitted by the US Fish & Wildlife Services. The intent is to test if canines can detect active nests having been trained solely using eggs/egg shells without historical nests triggering a response from the dog. The Principle Investigator (PI) is responsible for the development of clear testable hypotheses and rigorous study design. This may include a lab phase and a field phase. Methodology must be pre-approved by MCBH Natural Resources Staff. The canine handler is responsible for training dogs to identify nests without risk to active nests. All permitting requirements to handle and retain eggs/egg shells of protected species in accordance to law shall be obtained prior to the start of the period of performance. The contractor shall use three or more detection dogs (Canis lupus familiaris) in the study. The contractor shall retain enough eggs/egg shells to ensure canines are properly trained and performance upheld throughout the contract. Final phases of the study must include field trials with a minimum of XX known sea turtle nests and XX false crawls. At whatever phase of the experimental field trials the PI deems appropriate, beaches located on Marine Corps Base Hawaii (MCBH) and/or Joint Base Pearl Harbor Hickam are to be the primary in situ study sites. However, in the event of low nesting aboard the aforementioned installations, canines should be taken known sea turtle nests across the island of Oahu in order to meet the required sample size.
