Description
The U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, Illinois, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) located at Picatinny Arsenal, New Jersey anticipates awarding up to two (2) Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts with five (5) ordering periods (one year each) for 60mm (M702), 81mm (M299, M752A1) and 120mm (M1020) Ignition Cartridges. This will support Fiscal Year 2024 � Fiscal Year 2028 (FY24-FY28). This will support U.S. Army, U.S. Marine Corps (USMC) and potential Foreign Military Sales (FMS) requirements. In accordance with FAR 6.302-3, Industrial Mobilization, this requirement shall be evaluated as an other than full and open competition with competition limited to the United States, its outlying areas, and Canada. The 60mm M702 and 120mm M1020 Ignition Cartridges are used on Army and USMC High Explosive (HE) Cartridges, Smoke Cartridges, Illumination Cartridges and the Full Range Practice Cartridge (FRPC). The 81mm M299 Ignition Cartridge is used on the Army and USMC HE and the FRPC. The 81mm M752A1 Ignition Cartridge is used on Army and USMC Smoke and Illumination Cartridges. The 60mm M702, 81mm M299 and M752A1, and 120mm M1020 Ignition Cartridges are comprised of an aluminum head/body assembly that holds a capped paper tube filled with a prescribed amount of propellant. The head/body assembly contains a firing plug that, when dropped down the mortar tube, locally compresses a percussion primer that initiates the energetic train. The primer's output initiates a black powder pellet. The output from the black powder pellet travels through a flash tube to initiate propellant inside the paper tube assembly. The ignition cartridge is loaded with a prescribed amount of propellant capable of providing a muzzle velocity necessary to achieve required 60mm, 81mm, and 120mm HE, FRPC, Smoke and Illumination mortar cartridge ranges. The estimated maximum contract value for all awarded contracts will be $219,670,622 with a guaranteed minimum of $5,000 per awarded Ignition Cartridge. The estimated quantities for this five (5) year contract are as follows: 2,573,212 60mm M702; 2,283,606 81mm M299; 292,279 81mm M752A1; and 2,465,399 120mm M1020 Ignition Cartridges. The associated North American Industry Classification System Code (NAICS) for the 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges is 332993. The 60mm (M702), 81mm (M299, M752A1), and 120mm (M1020) Ignition Cartridges will be built to certified Government Technical Data Packages (TDPs), which will be available upon request. The TDPs are coded as Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors only). Controlled Documents may be obtained by having an active Joint Certification Program (JCP) account. Offerors can obtain an active account by visiting https://public.logisticsinformationservice.dla.mil/jcp/search.aspx and submitting the necessary documents. When requesting access, provide the offerors Commercial and Government Entity (CAGE) Code in the Reason for Request block. Once offeror's account is active, offerors may request access to documents in this solicitation posting on https://www.sam.gov. An Offeror is required to be registered in the System for Award Management (SAM) database when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. A fully executed DD Form 2345 and a completed Non-Disclosure Agreement (NDA) must be submitted prior to receiving the TDPs. The Request for Proposal (RFP) W519TC-23-R-0077, will be available electronically in accordance with FAR 4.5 at the following internet address: http://www.sam.gov on or about 29 March 2024. Interested NTIB businesses are advised to periodically access the internet address in order to obtain any amendments which may be issued. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov to be eligible for contract award.
