- Description
- This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203. The U.S. Department of Housing and Urban Development (HUD), Government National Mortgage Association (GNMA, ""Ginnie Mae) Finance Division intends to issue a Request for Proposal (RFP) for the procurement of Financial Improvement Services. This requirement is being competed as a Small Business set-aside for 8(a) competition utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single Firm Fixed Price (FFP) Contract Type. The assigned NAICS Code is 541211 �Offices of Certified Public Accountants� with a small business size standard of $26.5 million. The period of performance for this requirement will consist of a 1-year base period [(May 21, 2024 - May 20, 2025) includes a 2-month transition-in period (May 21, 2024 � July 20, 2024) and a 10-month full performance period (July 21, 2024 � May 20, 2025)] with four 1-year option periods. GNMA directly requires financial improvement services to transform and improve support activities within GNMA�s Finance Division in achieving financial management improvement strategies including understanding management operations and information (e.g. financial model estimates, monthly close and reporting processes, etc.), recognizing the source of information, ensuring the quality and validity of financial information/results, identifying a path to financial improvement, and communicating and implementing financial improvement strategies. The Offeror�s services shall be fully operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available by the due date of the proposal. HUD anticipates issuing solicitation 86615524R00003 on or about March 28, 2024. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award. The solicitation will be available on the sam.gov website. Paper copies of the solicitation will not be provided.
