Description
1.� This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ).� The requirement was previously solicited as RFQ -NIH-6839356.�� 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular . 2024-03, dated 02/23/2024. 4. This requirement is solicited as open market, small business set-aside.� The associated North American Industrial Classification System (NAICS) code for this procurement is 238210.� Its associated Small Business Size Standard is $19,000,000. 5. List of Item(s):� The Contractor shall provide broadcast lighting upgrade services as specified in the Statement of Work and other attachments. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.� Also, the full text of a solicitation provision may be accessed electronically at this address: �www.acquisition.gov/far. 7. Provision 52.212-1 Instructions to Offerors � Commercial Items (Sep 2023) is incorporated by reference. 8. Provision 52.212-2 Evaluation � Commercial Items (Nov 2021) is incorporated by reference. The provision 52.212-2 incorporated above is completed as follows.� Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology.� To be determined �Technically Acceptable� the offeror must provide the item with the specifications listed under item 6. above.� The Government seeks the earliest delivery, therefore in addition to price, the most favorable delivery time may be considered to determine award. 9. Provision 52.212-3, Offeror Representations and Certifications � Commercial Items (Feb 2024) applies to this acquisition. 10. Clause at 52.212-4, Contract Terms and Conditions�Commercial Items (Nov 2023), applies to this acquisition and no addenda to the clause are included. 11. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items (Feb 2024), applies to this acquisition. 12.
