THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE TRADE-OFF SOURCE SELECTION SOLICITATION.� DESCRIPTION OF WORK (Physical Characteristics):�This project is to replace 15 kV overhead feeder Z-Line. The project consists of replacing the existing medium voltage overhead distribution lines with an underground power distribution system. Project starts at pole Z6IK and extends down Basin Drive to pole Z19IL at the intersection of Hercules Road and Sprint Road. The project then continues from pole Z19IL to pole Z31 south of Cape Canaveral Pass & ID Building 90313, DASO Building and SpaceX Launch and Landing Control Center laterals. After installation of the underground system is completed, all overhead lines will be demolished. The North American Industry Classification System (NAICS) code for this project is 238210. Note No. 8:� THIS IS A COMPETITIVE 8(a) SET-ASIDE This procurement is a Competitive 8(a) Set-Aside as established by Section 8 (a) of the Small Business Act (15 U.S.C. 637(a)).� Only those firms meeting the Small Business Administration's (SBA) criterion and have previously been certified by the SBA as an 8(a) Contractor, are eligible to compete for this procurement. IAW 13 CFR 124.501(g)(4) Before a Participant may be awarded either a sole source or competitive 8(a) contract, SBA must determine that the Participant is eligible for award. SBA will determine eligibility at the time of its acceptance of the underlying requirement into the 8(a) BD program for a sole source 8(a) contract, and after the apparent successful offeror is identified for a competitive 8(a) contract. Eligibility is based on 8(a) BD program criteria, including whether the 8(a) Participant has a bona fide place of business in the applicable geographic area if the procurement is for construction. It has been determined by the SBA that competition will be restricted to 8(a) firms which have a NAICS code of� 238210 among their approved NAICS Codes. The SBA South Florida District Office located at 51 SW 1st Ave., Suite 201, Miami, FL 33130, will determine the apparent successful offeror�s eligibility to receive the contract award, subject to the availability of funds. Note No. 9:� The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet-based system, and specifics will be contained in the RFP solicitation package available exclusively from the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil.� Other forms of communicating RFIs to the Government will not be honored.� The Government will try to respond to all questions.
