- Consolidated Nuclear Security, LLC (CNS) plans to initiate the procurement process for the establishment of a Basic Ordering Agreement to provide technical, planning, and operations expertise in support of Y-12 Global Security and Strategic Partnerships (GSSP) personnel and associated programs. The Seller shall assist Company GSSP staff to develop project management plans, provide technical support in execution of GSSP projects such as providing program management support, providing expertise in the areas of safeguards and security, nuclear detection equipment, health physics, emergency and law enforcement response, providing expertise in development and expansion of the Oak Ridge Enhanced Technology & Training Center (ORETTC), expertise in developing and refining course materials, conducting identified training, maintaining training equipment, handling and securing nuclear and radiological materials, providing experienced and professional actors to convincingly create training scenarios, provide transportation of radiological materials, provide expertise in augmented and virtual reality development, and provide support personnel during planning and scheduled GSSP exercises. The Company may require support in the following activities, as well, but not limited to: Production of policy and technical analytic reports, background documents, and briefings in support of senior management decision making Interface with internal and external stakeholders Support developing program strategy, scope, schedule, and lifecycle material Support detection and security equipment procurement, logistics installation, and training Support the development of integrated response plans to terrorism incidents involving nuclear materials, radiological sources, and other illicit weapons of mass destruction (WMD) materials Assist in preparation of presentations for training, exercises, and meetings; and contribute to tactical and planning guidance with respect to integrated response plans for exercises Provide qualified transportation specialist with experience in leak testing to perform shipping container post load leak testing. Game design/simulation and modeling General Task Order objectives are as follows, but not limited to: Assemble and onboard an expert team to support GSSP projects CONUS (Continental US) and OCONUS(Outside US) Provide full program management to manage task execution, schedule, and costs Integrate, manage, and direct subcontractor activities to provide the Company with timely and accurate cost, schedule, and performance reporting to accomplish project goals and objectives Ensure Seller team is compliant with all security requirements Provide all logistics for personnel in accordance with Federal Travel Regulations and for any supplies, materials, or equipment needed to perform required tasks Support the performance of vulnerability-based assessments to support National Security objectives Perform sophisticated cyber vulnerability analysis Provide training and support to partner agencies and operations Perform trend and gap analysis Provide exercise planning assistance, including all logistics and administrative assistance for full-scale, command post, table-top type exercises Plan CBRNE consequence management exercises Train on guard and response forces and enhance integration of response procedures with physical security systems Identify and enhance domestic and international counter Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) partnerships through the conduct of both domestic and international training events Assist Partner Nations with enhancing or establishing their capacity to detect, deter, interdict, and respond to proliferation of weapons of mass destruction (WMDs) or related materials Provide 3-D and 2-D models of terrain, building, and other assets Record audio and visual scenarios Support applied science research projects to increase knowledge retention through utilization of advanced learning techniques which leverage technology solutions Instructor-Led training. Seller shall deliver classes at Company locations and globally through the use of Mobile Training Teams. The Seller shall support the incorporation of technologies into traditional classes or other continuous learning activities Distance Learning. Seller shall provide instructional system designers, programmers, network support, web site and database support, graphic design, advanced computer technologies and any other related skills to develop and deploy distance learning, and all other training products using Company-approved learning management systems or processes.� Distance learning included but is not limited to eLearning, webinars, real time virtual training, and asynchronous instructor-led training. Domestic and International travel may be required and shall be in accordance with the Federal Travel Regulations. The specific technical requirements for each task order will be identified in each task order Statement of Work. The Seller shall meet the following technical requirements for this Basic Ordering Agreement: Key Personnel - BOA Program Manager with the following requirements: Bachelor's Degree; 4 or more years' experience managing a services subcontract with a minimum workforce of 35 employees; current PMP certification; Active or eligible DOE Q clearance; U.S. Citizen. The Seller shall have: A minimum of 7 years' experience working with the Department of Energy, specifically the NNSA. A minimum of 5 years' experience providing technical support to the Office of Radiological Security. A minimum of 5 years' experience providing technical support to Nuclear Smuggling, Detection, & Deterrence. A minimum of 2 years' experience providing support to International Nuclear Security. An active FOCI. Seller should also be familiar with and have a performance history of working with the Department of Defense (DOD), Department of Energy (DOE), National Nuclear Security Administration (NNSA), Federal Bureau of Investigation (FBI), Civil Support Teams (CST), Defense Threat Reduction Agency (DTRA), Department of Homeland Security (DHS), and the Department of State (DOS).� Familiarity or performance history with International Atomic Energy Agency, Interpol, and World Institute for Nuclear, as we try to expand the international footprint is desirable.
