Page 2 of 2 SOURCES SOUGHT NOTICE 1.SOURCES SOUGHT NOTICE (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified Contractors capable of providing Human Resource (HR) Staffing and Security Operations Support services. Interested Contractors are invited to provide a capability statement with responses to the Veterans Benefits Administration (VBA) questions via e-mail to Contract Specialist Ross Byrne at ross.byrne@va.gov by Mar 18, 2024 1:00 pm (PT). The email subject line must contain the following: Response to Sources Sought Notice 36C10D24Q0117, VBA HR Staffing and Security Operations Support Services . Sources Sought Notice responses shall not exceed 10 pages total. Responses shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in Times New Roman, font size (12), with 1 margins. All pages of the response shall be appropriately numbered and identified with the Sources Sought Notice number. Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. 2.BACKGROUND: The Veterans Benefits Administration (VBA) Office of Human Capital Services (HCS) has a current need for professional support services to assist with The Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxins Act of 2022 (PACT Act) hiring effort, provide human resource (HR) activities, and provide both HR and Background Investigation support services. The Contractor shall provide qualified experts to provide this support with a team of seasoned HR Specialists, Administrative professionals, and Security Specialists with subject matter expertise in both Title 5 staffing and USA Staffing systems. Describe what specific experience you have with using the USA Staffing® talent acquisition system? Describe what specific experience you have with using USA Hire assessment questionnaires, publicizing vacancies, reviewing applicant qualifications, and providing referral lists of highly qualified candidates for a variety of occupations and grade levels. Describe specific/examples of experience you have in the following areas: Writing streamlined job opportunity announcements (JOAs). Posting approved JOAs on USAJOBS®. Processing applications received through the USA Staffing system, to include recruitments. Verifying candidates claims of eligibility under the Career Transition Assistance Plan (CTAP) and the Interagency Career Transition Assistance Plan (ICTAP). Reviewing documentation and adjudicating veterans preference prior to assignment of preference on the final referral list. Verifying minimum qualification requirements for all candidates referred for consideration. Performing quality reviews of all candidates to be referred. Issuing competitive, merit promotion, excepted service, and/or non-competitive certificates/referral lists electronically in accordance with merit system principles and delegated examining procedures. Answer applicant phone calls and written correspondence and rating appeals related to the staffing services provided. Provide experience/examples in the ability to effectively process multiple applicant certificate/referral lists for Job Opportunity Announcements open under delegated examining, merit promotion procedures, or other authority. Provide experience/examples in the ability to verify, document, and communicate data analytics results in a clear and easy-to-understand way and develop an analytical report and user-friendly data visualizations. Describe specific/examples of experience you have in the following areas: Experience/examples providing position classification services for new position description classifications and providing position classification reviews to meet the required 2-year review of currently classified position descriptions. Experience/examples screening, reviewing, and evaluating completed ""issue"" and ""non-issue"" Reports of Investigation, which shall include NACIs, ANACIs, LBIs, and MBCs. Experience/examples initiating the appropriate levels of background investigations for applicants, affiliates, and employees for the agency in Public Trust and Sensitive positions, in accordance with Title 5 CFR 731 and 1400. Experience/examples reviewing and evaluating the background investigation requests, including the OF 306 Declaration for Federal Employment to identify and analyze any derogatory and mitigating information. Experience/knowledge of the Electronic Questionnaire for Investigations Processing (e-QIP) or National Background Investigation System (NBIS) for processing and monitoring the background investigations process.
