Description
THIS IS A PRESOLICITATION NOTICE ONLY � The Bureau of Reclamation, Office located in Denver, Colorado has a requirement for the innovative use of the Hydraulic Profiling Tool (HPT), High-Resolution K (HRK), and Nuclear Magnetic Resonance (NMR) Logging for Optimizing Dewatering System Designs. The objective of this contract is to acquire a contractor technical service to evaluate the application of a High-Resolution K (HRK) logging system for improved subsurface investigations to assist with dewatering system designs in excavations with known experts in the field of subsurface investigation research. This contract is to conduct a research project into the understanding of subsurface site conditions at lower costs with the use of an HRK logging system. While HPT can be used to quickly assess the vertical change in aquifer properties at many locations, the direct push permeameter (DPP) component of HRK allows hydraulic conductivity (K) to be measured at a much larger range than HPT, as well as a more reliable conversion of HPT data into K estimates by performing site-specific calibrations. The contractor shall perform the following tasks: a. Perform the HRK in-situ subsurface tests at each identified research site. b. Collect low-K soil samples with direct push soil sampling tools at each site. c. Develop an empirical relationship for K estimates in the low-K formations. d. Communicate progress by both email and conference call conversations. e. Develop a field protocol and data analysis procedure to measure hydraulic conductivity using an HRK system for optimizing dewatering system designs. f. Work with research team members to utilize the HRK logging system. g. Present the draft report results derived from this research effort. The results of this study will be reviewed by interested regional partners and Technical Service Center (TSC) engineers. h. Write and submit a final report at the end of each project year. The above HRK field logging test is for a single task location with the option to exercise two additional task locations. The following task shall be exercised as following: - Task 1: for the Scoggins dam in Oregon is shall be issued at award. - Optional Task 2: the Hyrum dam in Utah, and - Optional Task 3: Altus dam in Oklahoma. This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. The Bureau of Reclamation is not seeking quotes at this time and will not accept unsolicited quotes. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the Beta Sam Opportunities (www.betasam.gov) site. The Bureau of Reclamation, Service Office, Denver, Colorado plans to award a Firm Fixed Price purchase order with a base 1 year period of performance with the option to exercise two additional tasks, for a total of a three-year contract if all options are exercised. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity. This office plans to post a solicitation on or about March 13, 2024.
