Description
Pre-solicitation Notice: On-site Radiation Oncology Physician Services This is a re-procurement from previous solicitation 36C24824Q0237, which was cancelled on March 8, 2024. It is anticipated that Request for Quotations (RFQ) 36C24824Q0692 will be posted on/or about March 15, 2024. The Government intends to award a firm-fixed-price (FFP) contract. This RFQ will be solicitated as an Unrestricted Full and Open Competition. The anticipated period of performance will be from May 01, 2024, through April 30, 2025. The authority for this procurement is Title 38 U.S.C. 8153 Sharing of health-care resources, Federal Acquisition Regulation (FAR) 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR Part 12, Acquisition of Commercial Items. The Department of Veterans Affairs (VA), VISN 08, VA Caribbean Healthcare System (VACHS), San Juan VA Medical Center (SJVAMC), 10 Casia Street, San Juan P.R. 00921-3201, intends to solicit quotes from contractors to provide all personnel to provide services necessary to perform on-site board-certified Radiation Oncology Physician services to eligible beneficiaries of the San Juan VA Medical Center (hereinafter referred to as SJVAMC). All VHA Radiation Oncology Services are accredited by a nationally recognized accrediting body contracted through the National Radiation Oncology Program (NROP). As such, any Contractor providing on-site radiation oncology services must adhere to all the policies and procedures; practice standards, guidelines, patient care operations; patient safety; quality assurance and quality management of radiotherapy planning, equipment, and delivery; and continuous quality improvement initiatives promulgated by the American College of Radiology, American Society for Radiation Oncology and American Associate for Physicist in Medicine. A contractor providing on-site radiation oncology physician services must provide evidence that the radiation oncology practice meets or exceeds the established clinical practice guidelines and standards. The Contractor shall quote 0.6 (1252 hours) full time equivalent (FTE) Radiation Oncology Physicians (ROP) as key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. The quote shall identify a minimum of two (2) Radiation Oncology Physicians, one (1) primary and one (1) back up. QUALIFICATIONS: License: Contract physicians assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia. All licenses held by the key personnel working on this contract shall be full and unrestricted licenses. Contract physicians who have current, full, and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification: All contract physicians shall be board certified. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. The Contractor shall provide American Board of Radiology (ABR) certified physicians in the area of Radiation Oncology and contract physicians shall maintain certification throughout the period of performance. In the event that Contractor s Radiation Oncology Physicians are not directly employed by the treating facility, documentation must be provided to ensure adequate certification. Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Directive 1100.20 and VHA Directive 1100.21 referenced above. The Contractor is responsible to ensure that the proposed physicians possess the requisite credentials enabling the granting of privileges. No services shall be provided by any contract physicians prior to obtaining approval by the Facility Medical Executive Board and Medical Center Director. Technical Proficiency: Contract physicians and other contract providers shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read, and write English fluently. The contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. The contractor s physicians and other contract providers shall have knowledge of professional care theories, principles, practices, and procedures to serve the radiation oncology patient population. The contractor s physicians and other contract providers shall demonstrate knowledge of growth and development, and pathophysiology of disease processes specific to the radiation oncology patient population. The contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all contract physicians and other contract providers. The contractor s physicians and other contract providers shall be responsible for abiding by the Facility's Medical Staff By-Laws, Rules, and Regulations that govern medical staff behavior. Continuing CME Requirements: The contractor shall provide the COR copies of current CMEs as required or requested by the VAMC. Contractors registered or certified by national/medical associations shall continue to meet the minimum standards for CME to remain current. CME hours shall be reported to the credentialing office for tracking. These documents are required for initial and renewal privileging. Failure to provide shall result in loss of privileges. Training (BLS, CPRS and VA MANDATORY): Contract physicians and other contract providers shall meet all VA educational requirements and mandatory course requirements; all training must be completed by the contract physicians as required by the VA. Other training may become required. The VA will communicate any changes to the training requirements to the contractor. Interested contractors will be responsible for downloading copies of the solicitation and any subsequent amendments from this website. No hard copies will be made available. The solicitation will provide instructions to contractors about the response to the RFQ submission process. Prospective contractors are encouraged to register their interest in the solicitation on the SAM.gov | Contract Opportunities website so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management (SAM), prospective contractors must be registered in SAM to be eligible for award.
