- AFWERX Enterprise Contracting intends to solicit and negotiate a sole source contract with UMD ARLIS 3112 Lee Building College Park, Maryland 20742 under authority 10 U.S.C. 3204 (a) (3) as implemented in FAR 6.302-3(a)(2)(ii): ""To establish or maintain an essential engineering, research, or development capability to be provided by an education or other non-profit institution or a federally funded research and development center."" The purpose of this procurement is to create a usable digital portfolio master schedule for a to be determined set of programs and projects aligned to a capability area. This SA-IDIQ will be awarded to UMD-ARLIS in its capacity as a Department of Defense University Affiliated Research Center (UARC). UARCs enable DoD to establish and maintain long-term strategic relations with selected universities, to conduct essential research, development, and scientific and engineering expertise in core competency areas important to DoD. UMD-ARLIS is the only UARC that has the ability to look at Data-Driven Capability Portfolio Management to address systems, capabilities, and missions portfolio needs. There is no other UARC that specializes in these areas other than UMD-ARLIS. Therefore, no other UARC except for UMD-ARLIS will be able to meet this requirement. The period of performance will be 18 months THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested DoD UARCs may identify their capabilities with respect to this requirement by 11 APRIL 2024, at 5:00 P.M. Eastern Standard Time, no further information will be accepted after this time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose for determining whether to conduct a competitive procurement. The Government will not pay or reimburse for any submissions. The primary North American Industry Classification System (NACIS) code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences).
