- This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce the Naval Information Warfare Center Pacific�s intent to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis to National Marine Mammal Foundation, Inc. (Cage: 52TL9) located at 2240 Shelter Island Dr. Ste 200. San Diego, CA, 92106-3141. The requirement is to provide marine mammal scientific, veterinary, and volunteer opportunities support, to and for the animals that are part of the U.S. Navy Marine Mammal Program located at Naval Base Point Loma, San Diego California, Naval Submarine Base Kings Bay, Georgia, and Naval Base Kitsap-Bangor, Washington, as well as to wild marine species with which the U.S. Navy has interest. The Contractor will be required to provide services in the following three areas: (1) marine mammal and other marine species scientific research and data analysis, (2) marine mammal veterinary services, and (3) volunteer opportunities support. The Contractor will provide the necessary personnel, supervision, training and continuous education curriculums, and administrative support required to perform the scope of work. A draft Statement of Work (SOW) is attached. The Government anticipates the resultant contract will be for a five (5) year period of performance comprised of one (1) base year & four (4) one-year options beginning on/about 01 September 2024. The Government estimates the effort (total contract value) to be between $10-50 million. The applicable NAICS Code is 541940 and the business size standard is $10 million. The applicable Service Code is R416, Support- Professional: Veterinary/Animal Care. The Government intends to negotiate solely with National Marine Mammal Foundation, Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR Part 15 Contracting by Negotiation applies. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm�s ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Capability statements, comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to Israel.a.alvarado.civ@us.navy.mil. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
