Description
Sources Sought Notice DESCRIPTION The U.S. Department of Veteran Affairs (VA) is seeking information and sources capable of providing the services described below. The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought Notice will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. THERE IS NO SOLICITATION AT THIS TIME This Sources Sought does not constitute a request for quotes. Submission of any information in response to this Sources Sought Notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. DESCRIPTION OF REQUIREMENT The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), IT Operations and Services at Hines Information Technology Center (HITC) is to provide benefits and services to Veterans of the United States. In meeting these goals, HITC strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to Veterans throughout all the points of the Veterans throughout the United States, in an effective, timely and compassionate manner. VA depends on Information Management / Information Technology (IM/IT) systems to further meet mission goals. The HITC processes data that is considered a lifeline to Veterans and constant availability of that data is crucial. The HITC facilities department is responsible for ensuring the facility provide a safe and secure workplace for its employees, 24 hours a day and seven days a week (24/7). Please see attached Performance Work Statement (PWS) SUBMISSION INSTRUCTIONS: If your organization is capable of providing these services, please respond to this Sources Sought as follows: Cover Sheet - 1 page Organization name, address, SAM Unique Entity Identifier (UIE) number and web site. Primary point of contact to include e-mail address and phone number. Company s size status as listed in SAM under NAICS 561621 Security Systems Services (except Locksmiths). State if your company is also verified as a Service-Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB) in the Small Business Administration s (SBA) Veteran Small Business Certification (VetCert) database. State if your company is a Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business or Large Business If these services are available on your company s GSA contract, provide GSA contract number, schedule, and SIN category or NASA SEWP contract, provide NASA SEWP contract number. Capabilities Statement and Market Information - no more than three pages If this contract were an SDVOSB set aside can your SDVOSB comply with VAAR Clause 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction? What key questions do you need to see answered in a future PD before you decide to respond to the solicitation? Please describe your experience working with Government agencies. Specifically, what processes do you have in place to submit a timely and quality quote? Would you be interested in proposing on a solicitation for this work? Is there a current manufacturer backlog on the card readers? If so how long is the back log? Provide if your company is Lenel OnGuard, HID Global PIV Class certified. Please provide estimated pricing information for removing the 250 exixting Verdit PIV badge card readers and install 250 HID Signo 40 badge readers. Are you capable of providing any badge reader that is an equivalent to the one provided in the PWS and if so, please provide the specifications and list of salient characteristics for the Government to consider? Would you propose other NAICS for these services? Please provide any other feedback or suggestions that you deem appropriate.
