Description
This is a market survey for the manufacture and delivery of PAPI, PK30d, 200-Watt, Incandescent Lamps, NSN 6240-01-570-5976, for the office of the Navigation and Weather Product group, AJW-L700, located at the Mike Monroney Aeronautical Center within the Federal Aviation Administration (FAA). The PAPI system is the current standard Visual Glide Slope Indicator (VGSI) consisting of four light boxes arranged perpendicular to the edge of the runway. It projects a pattern of red and white lights that provide visual approach slope information.� The PAPI lamps must be manufactured in accordance with attached FAA Specification FAA-E-2576B. Known manufacturer is Osram Sylvania Inc., P/N 58708 or 64382 HLX-C. The lamps, covered by FAA specification FAA-E-2576B, are to be used for outdoor operation and to meet all lamp requirements of FAA-E2576B, to include sections 3.3.3 and 3.4. The North American Industry Classification System (NAICS) codes and size standards for this effort is NAICS 335139 Electric Lamp Bulb and Other Lighting Equipment Manufacturing. Size Standard 1,250 Employees. The purpose of this market survey is to obtain information that is to be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor�s expense. The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA�s needs. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA�s 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors in accordance with the attached documents herein: 1. Capability Statement - This document is limited to not more than six (6) pages and must identify: (a) Dollar value and type contracts where your firm has provided similar lamps. Vendor must provide dollar value, type of contract, start/completion dates, and customer/end-user information; (b) Number of years in business providing the type of product required of this announcement; (c) Clearly state whether vendor can manufacture or provide the following type of lamp as specified in the FAA Specification, FAA-E-2576B (see attached): - PK30d Lamp, No.16 AWG copper conductor leads with Male End Connectors - NSN 6240-01-570-5976, P/N 58708 or 64382 HLX-C, 200 Watt - 1000 Hour minimal rated life - Quartz Halogen 6.4A � 6.6A 2. Provide a copy of ISO 9001:2015 certification. 3. Provide a point of contact number and name (either by phone, email or both) for questions. 4. *Proof of Entity Registration in the System for Award Management (https://SAM.gov) 5.
