Description
USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Evidence and Learning Program Specialist, at the GS-14 equivalent level for USAID�s Bureau for Democracy, Human Rights, and Governance (DRG), Office of Policy, Learning, and Integration (PLI), Evidence and Learning (E&L) team. The Senior E&L Specialist serves in the PLI Office / E&L team within the DRG Bureau. The PLI Office���� �coordinates the Bureau�s engagement on USG-wide, Agency-wide, and sector-wide policies, strategies, and initiatives. The PLI Office advances the thoughtful integration of DRG and other sectors to promote democratic resilience in concert with other Agency goals. It offers the global DRG staff access to high quality data, evidence, and learning � and supports that staff in making use of these for activity design, procurement, implementation, learning, and evaluation. The PLI Office consists of six teams: Policy, Regional Coordination, Integration, Global Initiatives, Gender, and Evidence and Learning.�� The Senior E&L Program Specialist leverages their considerable expertise in the DRG field to advise and support the development of appropriate and practical approaches to apply DRG evidence and learning. Working closely with evaluation and learning experts on the E&L Team, they will provide technical direction and program management on a range of DRG learning initiatives (reviews, evaluations, surveys, etc.) with a special focus and expertise on overseeing data collection and analysis by serving as Contracting Officer�s Representative (COR) on E&L Team mechanisms. The Senior E&L Program Specialist provides this support via Washington-based, and temporary duty (TDY) assignments. The duration of the contract period is anticipated to include a two (2) year base period with three (3) one-year option periods for a total maximum possible period of performance of five (5) years. The solicitation will be published on the System for Award Management (SAM) website (www.sam.gov).� Interested parties are advised to periodically monitor this website for updates on this potential opportunity. Except for the above information, no additional information regarding this planned solicitation is available currently. All necessary information will be supplied at the time the solicitation is issued. USAID will not respond to any questions or requests for information until the solicitation is issued. USAID will not accept offers prior to issuance of the solicitation. Issuance of the pre-solicitation notice and any subsequent RFP does not constitute an award commitment on the part of USAID, nor does it commit USAID to pay for any costs incurred in the preparation and submission of any offer.
