Description
Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract (GSA FSS Order) to Siemens Industry Inc. for the procurement of the following items and services: 0001: Annual Service Agreement, Building Automation and Control, Apogee; Unit of Issue: MO, Qty.: 12 0001AA: Dallas VA Medical Center 0001AB: Garland VA Medical Center 0001AC: Sam Rayburn Memorial Veterans Center, Bonham 0002: Calibration, Unscheduled After-Hours Services, All Sites; Unit of Issue: HR, Quantity: 24 0003: Training, Desigo Workstation; Unit of Issue: EA, Quantity: 28 0004: Upgrade Existing Apogee System. Upgrade Master Panels to PXC and Upgrade Software from Insight to Desigo. 0004AA: Dallas VAMC; Add New Server and Seven Workstations 0004AB: Garland VAMC; Add New Server and Three Workstations 0004AC: Sam Rayburn VAMC; Add New Server and Two Workstations Option Items; 1001, 1002, 1003. 2001, 2002, 2003, 3001, 3002, 3003, 4001, 4002, 4003. Anticipated Base Period of Performance: 1 May 2024 through 30 April 2025 The proposed sole source procurement will be made by a pricing agreement with Siemens Industry Inc. Siemens provide a sole source letter stating that the Apogee Desigo System is proprietary and only Siemens trained technicians can provide program adds, changes, and support. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract or order will be issued to Siemens Industry Inc. without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 152(3), as implemented by FAR 8.405-6, Limiting Sources.
