Request for Information AN/MSN-7 Communication Central System DISCLAIMER: THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. 1. The Program Office is requesting a Rough Order Magnitude (ROM) for the parts listed on MSN-7 Non-CUI Drawings and parts listed on MSN-7 CUI Drawings. �Your company will need to provide the Contracting Officer (Kimberly Simms) a copy of an approved DD 2345 to get access to the CUI Drawings information. More information about obtaining an approved DD 2345 can be found at the following website: �https://www.dla.mil/Logistics-Operations/Services/JCP/DD2345Instructions/ The Contracting Officer has no control over the process or any additional information about this process. You will need to follow the instructions on the website and/or contact the help desk at the following: You may contact the Joint Certification Office directly at:��JCP-ADMIN@DLA.MIL Phone Number: ��(877) 352-2255 2.� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� IAW FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997): �(a) The Government does not intend to award a contract on the basis of this Request For Information or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. �(b) Although ""proposal"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. �(c) This request is issued for the purpose of market research to identify potential sources. 3.� The purpose of this RFI is for Market Research only In Accordance With (IAW) Federal Acquisition Regulation (FAR) Part 10.� The highlighted yellow boxes to support Market Research for the FY 25 � FY 35. The program needs to know the FFP per unit cost of each part. 4.� The Program Office requests the anticipated escalation % per year for the anticipated life of the contract. �Is there a particular pricing index in which this estimated was based on? Please provide the basis of estimate. 5.� If there are issues/ concerns pricing any parts that would prevent establishing a FFP for the life of the contract, please let us know. We need to be aware of this in the market research phase of our acquisition to ensure a smooth source selection. 6.� In recognition of economic of economic risks associated with an extended performance period, the Government is considering the use of an Economic Price Adjustment clause (EPA) (Apr 29) in the future contract to minimize price risk (either up or down) in the event of market volatility associated with metals and/or labor. For this to be possible, we need to determine it is in the best interest of the Government by reducing the risk to both the Government and the Contractor. We also need to know which clause would be most appropriate and why? FAR 52.216-2 Economic Price Adjustment � Standard Supplies FAR 52.216-3 Economic Price Adjustment � Semistandard Supplies FAR 52.216-4 Economic Price Adjustment � Labor and Material 7.� Questions regarding this RFI must be received no later than 4:00 PM local CDST on 29 April 2024.
