NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing6 Place of Performance: National Institutes of Health Clinical Center 10 Center Drive Building 10, Room TBD Bethesda, MD 20892 POTS:� 24-000072 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Department of Laboratory Medicine intends to award a fixed price contract with Abbott Diagnostics 675 N Field Drive, Lake Forest Abbott in Park, Illinois 60045 on a sole source basis. This procurement is for Abbott Diagnostics reagents, supply consumables and maintenance services and instrument lease agreement for a base and four potential options. Period of Performance: 5/01/2024 � 4/30/2029 The Department of Laboratory Medicine has a requirement for a follow-on contract for Abbott reagents, supply consumables, instrumentation lease and maintenance services.�� The Department of Laboratory Medicine requires continued reagents and consumables to support the increasing patient care workload.� Abbott Diagnostics is the original equipment manufacturer and supplier of its reagents, supplies and consumables for the Abbott Architect platform.� The Abbott Architect platform is a Food and Drug Administration approved chemistry and immunoassay instrument system that meets the established specifications stated by the College of American Pathologists Accreditation Agency for acceptability. �The Abbott reagents and supplies are specific to and only compatible with the Abbott Architect platform and cannot be exchanged with another manufacturer�s reagents or supplies. The reagents are specifications to the existing to the protocols in place. Any changes in reagents could cause unwarranted expenditures and delay this requirement which may cause cancellation of the protocol or delays in completion. �Abbott Diagnostics is the only source capable of providing trained and certified service technician to provide maintenance services on the leased Abbott Architect platform and compatible reagents and consumables. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Emeka Onyejekwe, Contract Specialist, Emeka.onyejekwe.nih.gov by the due date March 14, 2024 and time marked in this notice.
