- This is a combined Synopsis/Solicitation for commercial services in accordance with Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP); the number is 36C10B24R0012. The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to award a firm-fixed price (FFP) contract. Before any electronic prescription or pharmacy application may be used to transmit prescriptions, a third party must audit the application for compliance with the requirements of 21 CFR part 1311. The Contractor shall audit, verify, and certify the VA Electronic Prescriptions for Controlled Substances (EPCS) applications for compliance with the requirements of 21 CFR part 1311, and evaluate any proposed modifications to the EPCS application to determine if there is need for a potential incremental certification or review. A biannual (every two years) full certification of both the electronic prescribing application and the pharmacy application is required regardless of any incremental certifications performed by the Contractor for the VA. The Period of Performance shall be 12-months from award date with four (4) option periods of 12-months each and along with an optional task. The Performance Work Statement set forth below and the Government s terms and conditions represent the Government s requirements that an Offeror must meet.
