Description
This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 The National Institute of Standards and Technology (NIST) requires a contractor to provide one (1) high transmission electron analyzer system with the following minimum requirements within the system, as listed below: Compatible with NIST-owned SPECS LEEM/PEEM system and SPECS LEEM/PEEM sample holders Photoemission Spectrometer System Hemispherical-based electron energy analyzer Operational capability of Fixed Analyzer Transmission and Fixed Retard Ratio Continuously adjustable pass energy with minimum range: 0 eV - 550 eV Minimum energy resolution 0.0018 eV or smaller Minimum angular resolution 0.1 degree or smaller Minimum acceptance angles of: 15, 7, 4 and 3 Minimum lateral resolution of 35 micrometers or better Minimum kinetic energy range between 0 eV - 3500 eV Measurement modes capability at sweeping energy, fixed energy and snapshot energy modes All entrance and exit slits and iris apertures to meet minimum energy, lateral, angular resolution requirements. Provide lens mode for angular resolved, transmission, and magnification lateral resolved measurement modes Capability of high count rate capability, eg for XPS > 1.5 million counts per second at 1 eV full width half maximum Fabricated with double mu-metal shielding Camera-Detection system 2D CMOS-based phosphor screen detector Minimum dynamic range 106 counts per second Parallel counting capability via graphics processing unit Multi hit capability of a minimum of 5000 within a 40 ps time window Fast response phosphor screen, at 545 nm response is 1 ms between 90-10% Minimum lateral resolution 70 micrometers or smaller Minimum channels of 1280 by 700 with hardware and software binning options MCP chevron detector with minimum 40 mm active area Minimum camera resolution 1920 pixels x 1200 pixels or larger Minimum camera frame rate of 150 frames per second or larger Measurement PCand user interface PC must be capable of running software for both manual and automated measurement acquisition modes Measurement software Contains spectrometer transmission correction, photoionization cross sections and inelastic mean free path Contains common automated measurement routines Capability for quantitive analysis such as background subtraction, elemental composition and stoichiometry Capability to export data and graphics to common data formats Manipulator and transfer system compatibility Made from non-magnetic material Ultrahigh vacuum compatible 5-axes sample manipulator with liquid nitrogen cooling Sample Manipulation capability of the following: X = 12.5 mm travel range Y = 12.5 mm travel range Z = system adapted travel range 180 polar rotation 90 azimuthal rotation Motorization for 5 axes that can be controlled by measurement software Made from non-magnetic materials Capability to apply sample bias Integrated thermocouple Capable to electron beam heating to 1000 C Appropriate Power supply for electron beam heating Photon sources X-ray source Dual anode based on Aluminum and Magnesium Minimum power for Aluminum as 350 W or larger Minimum power for Magnesium as 280 W or larger Minimum anode voltage 14 kV or larger Power supply and control electronics Capability to network interface and control with measurement software Sensors for water temperature, flow, and water pressure UV source based on gas discharge Capability to generate HeI, HeII, NeI, NeII, ArI, ArII, KrI, KrII, XeI, and XeII radiation Capability to 3 beam aligner Differentially pumped Bakeable up to 250C Minimum UV light generated by helium radiation is 8E1015 Photons/(sr s) with a beam divergence less than 1 Power supply Vacuum and Differential pumping Completely oil free vacuum system. Turbo molecular pump with pumping speed at least 300 l/s (N2) UHV valves All necessary tubing and fittings Closed water cooling system Air cooled Contains two closed-cycle water cooling circuits fed from a single reservoir Cooling performance of 1000W at 20C Pumping power 5 L/min at 9 bar or better Water level sensors with alarm output The Contractor shall provide maintenance options for the item. NIST conducted market research from March 2023 to January 2024 by internet searches, search of GSA Advantage, Thoms Register search, attendance of technical conferences, consulting colleagues and professional contacts and via issuance of sources sough NIST-SS24-CHIPS-0003 from January 9, 2024 through January 24, 2024. The results of that market research revealed that only SPECS-TII INC; 20 Cabot BLVD STE 300, Mansfield, MA 02048-1183; UEI: RK9XRN7F1KQ2 appears to be capable of meeting NISTs requirements. However, any sources that believe they are capable of meeting NISTs minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NISTs minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
