Description
This is a combined synopsis/solicitation for an Intent to award an IDIQ to ThermoFisher-Life Technologies for ABI7500 Fast DX Instrument service contract under the authority FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This combined synopsis/solicitation is prepared in accordance with Brand Name Only, Sole Source.This announcement constitutes the only solicitation, and a written solicitation will not be issued. The solicitation number is 75P00224Q00002 and the solicitation is issued as an Intent to Sole Source/Brand Name to ThermoFisher-Life Technologies, 5791 Van Allen Way, Carlsbad CA 92007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. This solicitation is an Intent to award an IDIQ Contract (Sole Source - Brand Name) in accordance with FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The associated NAICS code is 811210 Electronic and Precision Equipment Repair and Maintenance and Product Service Code:�6625 - Electrical and Electronic Properties Measuring and Testing Instruments. (i) Description of requirement: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract which will be used to support the Department of Homeland Security (DHS) by providing support to their ABI7500 Fast DX Instruments for daily sample screening, verification testing (as needed), reagent quality control and Quality Assurance program sample analyses.� In order to maintain the ABI7500 Fast Dx qualifications for approved use in public health surveillance activities, regular preventive maintenance and calibration must be performed by certified field service engineers approved by the instrument manufacturer for approximately 100 instruments located in state and local public health laboratories around the country. Trained and approved field service engineers will perform semi-annual operational (OQ) and performance re-qualification (PQ) to maintain the Dx status of the instruments. The vendor will also provide on-demand services, troubleshooting, and maintenance, all under ISO 17025 global standards. The vendor will provide documentation that instrument is performing according to the original manufacturer�s operational performance specifications. Semi-annual maintenance will include the following on-site tests: Instrument optical alignment Instrument average cycle time and standard deviation Sample block temperature accuracy Sample block temperature uniformity Heated cover temperature accuracy Optional robotic performance Background signal performance Pure dye calibration performance Verifying the instrument is capable of discriminating between two sample populations based on a standard plate. ThermoFisher -Life Technologies is the Sole Proprietor of the AB 7500 Fast DX Instruments. �The qualifications for performing the required services on the AB 7500 Fast Dx instrument are only met by ThermoFisher-Life Technologies-approved field service engineers. �Use of any other company/vendor/service provider other than ThermoFisher-Life Technologies-approved personnel would void the service contract of the instruments.� (ii) Date(s) and place(s) of delivery and acceptance and FOB point. IDIQ Period of Performance: The Government anticipates award by April 15, 2024. �Award will be for a five-year period. Task Order #1 Period of Performance: The Government anticipates award by April 15, 2024. Award will be for a base period of twelve months with four (4) twelve-month option periods. Work will be performed at the ThermoFisher-Life Technologies worksite, currently: 5791 Van Allen Way Carlsbad CA 92007 Work may be permitted to be performed via alternate site, if specifically allowed elsewhere in the contract. (iii)�The clause at�52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and any addenda to the clause may be found in the attached solicitation document. (iv)�The clause at�52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a listing of the additional FAR clauses applicable to the acquisition may be found in the attached solicitation document. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is /are providing the best value and discussions are not necessary. It is the offeror�s responsibility to monitor www.SAM.gov for the release of any amendments to this solicitation.� No telephone or faxed requests for the solicitation will be accepted
