- Notice of Intent to Sole Source Subject: Sole Source Fixed Price Contract for the procurement of Gas Chromatograph Mass Spectrometer (GC/MS) with trade-in of existing GC/MS capable of integration with current Agilent G4520A autosampler tray and Agilent G4513A autosampler tower, along with one year of instrument service equivalent to Agilent Cross Lab Silver with Operational Qualification under Request for Quote FDA-RFQ-24- 1273212. Notice of Intent to Sole Source to: Agilent Technologies Inc. Pursuant to the authority of 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, (there is only one responsible source and no other supplies or services will satisfy agency requirements), the Food and Drug Administration (FDA) intends to award a Sole Source IDIQ to Agilent Technologies Inc., located at: Agilent Technologies Inc. 2850 Centerville Road Wilmington DE 19808-1610 tel 1-800-227-97700 FDA has a requirement to procure Gas Chromatograph Mass Spectrometer (GC/MS) with trade-in of existing GC/MS capable of integration with current Agilent G4520A autosampler tray and Agilent G4513A autosampler tower, along with one year of instrument service equivalent to Agilent Cross Lab Silver with Operational Qualification under Request for Quote FDA-RFQ-24-1273212 as a sole source acquisition. Agilent is the only contractor that will accept a trade-in of the Government's existing equipment.� While there are vendors that are resellers for Agilent products, they are unable to meet the Government's requirement for a trade-in. The Government's estimated value for the trade-in equipment is $43,000.00. If this requirement is not awarded to Agilent, then the Government will not be able to capture the cost savings that would be obtained from trading-in the existing equipment. As indicated above, other vendors are not able to accept a trade-in. The NAICS Code for this procurement is: 334516 - Analytical Instruments This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if�� they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Agilent within approximately fifteen (15) days after the closing date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
