Description
1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. �The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited.� 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist with the capability to perform the requirements as needed and, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 336411. �The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated subcontracting or teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details: �This FMS effort includes but is not limited to the specific CLS Contractor services outlined below: The CLS effort for the F-16 Iraq Program at Martyr BG Ali Flaih Air Base (Ali Flaih AB (AFAB)) is to train, advise, assist, and integrate the Iraq Air Force (IqAF) Personnel into F-16 Operations, Organizational and Intermediate maintenance, and Logistics in support of the IqAF F-16 mission. � CLS Contractor personnel will be required to structure the F-16 Operations, Organizational and Intermediate maintenance, and Logistics support, to closely align with US Air Force (USAF) F-16 flight line maintenance and back shop support and encourage the IqAF to use and integrate their operations accordingly. �CLS Contractor must ensure aircraft are maintained mission capable to make sure the mission is supported. �CLS Contractor personnel maybe required to accomplish the IqAF F-16 critical maintenance tasks and recognize when IqAF personnel require CLS Contractor to lead, direct and accomplish critical tasks and advanced diagnostics. The CLS effort will require CLS Contractor to maintain sufficient number of employees to be onsite at AFAB 24/7 and perform 8-hour duty days, 5-6 days a week and maintain a security clearance at the DoD SECRET level to perform classified tasks. � Representative tasks for this service contract include but are not limited to Mentoring, Training, Advising, Assisting and Integrating of Flight and Maintenance Operations, Advanced Diagnostics, Inspection, Upgrade Training (UGT), Corrosion Control, Overhaul, Repair, and Storage of various weapon systems, related components, missiles, engines, ground support equipment and Material Management/supplies for the IqAF Personnel to achieve proficiency and future organic capability. A separate contract effort will provided security, food and lodging at AFAB. The Government intends to utilize a single contractor for this effort. 3.� Contractor capability questions: Capability Survey Questions 1. Provide your suggested NAICS code. 2. Are you anticipating your company to be a prime contractor or a subcontractor? 3. Are you anticipating a teaming arrangement? a. Any responses on teaming agreements should delineate between the expected work accomplished by the prime and work accomplished by the teaming partners. 4. Does your company have any agreements or relationship with Lockheed Martin Aerospace F-16 Division? 5. If there are Mission Essential positions identified, would your company be able to support? Financial Information Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note:� the USG is not authorized to make advance payments (payments before costs are incurred or work is completed). General Capability Questions: 1. Briefly describe in one to two (1-2) pages the capabilities of your company and the nature of the services you provide.� Include a description of your staff composition and management structure to accomplish the work. 2. Describe your company's experience on previous projects similar in complexity to this requirement: please include contract numbers, a brief description of work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Does your company have any experience and expertise in developing, implementing, and enforcing written Operating Instructions (OIs) in support of F-16 C/D, Block 52 operations and maintenance? 4. Does your company have experience and the capability to manage inventory, requisition, store and deliver F-16 C/D, Block 52 aircraft parts, supplies, equipment, and support equipment? 5. Does your company have experience and the ability to manage equipment, requisition, and track inventory of F-16 aircraft parts, supplies, support equipment within a Logistic Management System? 6. Does your company have experience and expertise to provide structured On-the-Job Training (OJT) for F-16 maintenance and flight operations? 7. Does your company have experience and expertise to provide depot level maintenance? 8. Does your company have the experience and expertise to provide special qualification training that may include but not limited to nondestructive inspection (NDI), engine run, test cell, forms documentation, dedicated crew chief, crash recovery, borescope, Aerospace Ground Equipment (AGE) Operator? 9. Are there specific requirements in the documentation that would currently preclude your company from being a viable solution to our requirement? 10. Limit responses to 2-3 page response. 4.
