Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. Proposed Project: The Bureau of Reclamation (Reclamation), Lower Colorado Region has a need for bathymetric data collection of backwaters along the Colorado River between Davis Dam south to Imperial Dam (approximately 240 river miles). There are approximately 460 individual backwaters to be mapped ranging in size from approximately 0.02 acres to approximately 4,000 acres. Bathymetric Data Collection a. Project Extent i. The project extent consists of approximately 460 individual backwaters adjacent to the lower Colorado River between Davis Dam and south to Imperial Dam (approximately 240 river miles). ii. The project area includes backwaters that are both directly connected to the mainstem of the lower Colorado River and others that have no surface connection. iii. Access with manned watercraft might not be possible at all connected backwaters due to fluctuations in river stage or the width of the connection channel. iv. Due to the small size and/or remote location of some backwaters, they might not be accessible with manned watercraft. v. If a solicitation is issued related to this Sources Sought announcement, the location of previously mapped backwaters will be included to allow potential offerors the opportunity to evaluate access conditions of the backwaters to be mapped. b. Mapping needs i. Most backwaters contain areas of open water and emergent vegetation. Bed surface elevations of both areas are desired when technically feasible. Mapping of the extent of these backwater components is desired as well. ii. For connected backwaters, detailed bathymetry and highly accurate elevations are a critical part of this mapping effort. Some connected backwaters are connected to the mainstem via culverts or other infrastructure. Elevation data of this infrastructure is required. c. Specifications i. General 1. Bathymetric data collection activities shall follow the procedures and requirements of US Army Corps of Engineers, Engineering and Design, Hydrographic Surveying manual EM 1110-2-1003; and as further defined herein. ii. Accuracy Standards 1. Total Propagated Uncertainty (TPU): �0.5 ft RMS (95%) 2. Depth accuracy and vertical accuracy shall be �0.20 ft. 3. Repeatability shall be �0.10 ft. 4. Typical Standard Deviation shall be �0.25 ft at 95%. iii. Collection technique 1. A combination of collection methods and technologies may be required to collect the required data. Examples of collection methods include, but are not limited to, are airborne bathymetric lidar (manned and unmanned aircraft), multispectral imaging (manned and unmanned aircraft), and sonar/ADCP (manned and unmanned watercraft). d. Special Requirements i. Provide documentation detailing date, time, river stage, river flow, climatic, and other pertinent conditions for each data gathering activity. The acquired data shall be presented on the mapping and or metadata supplied to Reclamation as applicable. Backwater Change Analysis a. A previous backwater mapping effort was completed in in 2004 using imagery from 1993 and 1997. b. A change analysis is required to evaluate the changes to backwaters since the previous mapping effort. c. Validation of the original mapping is also required. This could involve analyzing the previously used source data and comparing it with the backwater polygons generated from the previous mapping effort to evaluate the accuracy. The applicable North American Industry Classification System (NAICS) Code 541370, Surveying and Mapping (except Geophysical) Services with a corresponding small business size standard of $19M. Interested firms must submit the following information: 1. Name and address of Firm 2. Phone number 3. Email Address 4. EUI Number 5. Size status/SBA certifications (Small business, Women Owned Small Business, HUBZone, Service-Disabled Veteran Owned Small Business, other) 6. Capability Statement (not to exceed 10 pages). A brief summary of capabilities to include demonstration of the firm's previous experience as a prime or subcontractor performing this type of service in the southwestern US. Previous procurements performed of similar size and complexity to include references with point of contact information. Firm shall provide the project title, location, and detailed description of the efforts and how it was similar, the project dollar value, contract award number, completion date, and the customer name, phone number and email address. In addition, you should include information on the key personnel who will work on this project and information regarding their qualifications.
