- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) February 21, 2024 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE OHI-HROO The Sequoia Project Membership RFI eCMS ACTION NUMBER 36C77624Q1031 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires continuing membership to The Sequoia Project Membership professional organization used by the VA. The Program Contracting Activity Central (PCAC) on behalf of the Office of Health Informatics (OHI) Human Resources Operation Office (HROO) intends to award a Firm-Fixed Price Purchase Order to Sequoia Project Inc., 8300 Boone Blvd Ste 500, Vienna, VA 22182 on a sole source basis. This procurement is being conducted in accordance with FAR 13.106-1(b) soliciting competition; soliciting from a single source (including brand name), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $23,500,000.00. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation or proposal, which may be considered by the agency, only if received by email by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the Statement of Work. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
