Notice Type: Sources Sought Synopsis Number 145022-24-0007SRG Title: Purchase of NOx Analyzer (quantity of 2) and NO2 Converter (quantity of 1) Response Date: This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA) Oceanic and Atmospheric Research (OAR), Air Resources Laboratory (ARL) which are located at the NOAA Center for Weather and Climate Prediction (NCWCP) in College Park, Maryland. PURCHASE OF NOX ANALYZER (QUANTITY OF 2) AND NO2 CONVERTER (QUANTITY OF 1) BACKGROUND AND INTENDED USE/PURPOSE: NOAA�s Air Resources Laboratory (ARL) conducts applied research into atmospheric chemistry and transport. The Atmospheric Sciences Modeling Division of ARL requires the purchase of two (2) Cavity Ring Down Spectroscopy (CRDS) NOx analyzers and one (1) photolytic NO2 converter for atmospheric nitrogen oxides (NOx = NO + NO2) measurement for field deployments on a number of research and monitoring platforms, including fixed ground sites, mobile (instrumented vehicle) platforms, and aircraft platforms. The instrument must be highly sensitive, rugged, robust, accurate, and precise, and must be capable of fast response (1 Hz). We need to deploy one CRDS analyzer on an aircraft flying at 70-80 meters per second and the other CRDS analyzer and the photolytic NO2 converter on a mobile laboratory moving at 30-40 meters/second. Even within just a few seconds, we will be traveling a distance of a few hundred meters, while we need to study the spatial gradients on a scale of tens of meters for pollutants (i.e., NOx). We need a fast response analyzer to make high-spatial measurements on the aircraft and mobile laboratory. So, we need the analyzers with a fast response of 1 Hz. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: For CRDS NOx Analyzer: Dual channel to measure synchronous true NO, NO2 and NOx. Fast response, with 1 Hz measurement cycle Low parts per trillion (ppt) to parts per million (ppm) detection range Low detection limit (96%) Direct replacement for thermal metal converters typical of NOX analyzers Outputs for real-time converter performance monitoring Linear conversion over a wide dynamic range Long service life with no memory effects on converter performance Cost effective long-term solution saving users ?$20,000 in new analyzer costs Simple, external installation Eliminate over reporting of NO2/NOX (can be >35%) Low ppt to ppm Detection Limits - Intuitive Interface - Modbus Communication DELIVERY SCHEDULE: Deliver by June 1, 2024 or sooner. The North American Industry Classification Code (NAICS) is 334516 with a size standard of 1000 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
