Description
Purpose: Maryland Army National Guard (MDARNG) Occupational Health (OH) seeks contracted services for a qualified mobile unit with an affiliated fixed facility to conduct job-related medical surveillance screening examinations and OH services for employees who have the potential to become exposed to health hazards in the work environment. Service Description: Occupational Health and Medical Surveillance examination services will be provided to Federal employees of participating agencies in accordance with (IAW) the Occupational Safety and Health Administration (OSHA), Title 29 Code of Federal Regulations (CFR) � 1910, Army Regulation (AR) 40-501 Standards of Medical Fitness, National Guard Regulation (NGR) 40-5, The Army National Guard Preventive Medicine Program, AR 40-5 Preventive Medicine, and Department of Defense Instruction (DoDI) 6055.05-M). Exam requirements may include, but not limited to spirometry, audiogram, urinalysis, chest x-ray, vision screening, laboratory studies (CBC, CMP, Heavy Metals), medical history, physical examination, respiratory clearance, and fit testing. Mobile services will be provided at the following locations: Army Aviation Support Facility (AASF), Aberdeen Proving Ground, Bldg E-4081, Edgewood, MD 21010. Camp Fretterd Military Reservation (CFMR), Field Maintenance Shop (FMS) 1, 5525 Rue Saint Lo Dr., Reisterstown, MD 21136. Havre De Grace Military Reservation (HDG), Combined Surface Maintenance Shop (CSMS), 301 Old Bay Lane, Havre De Grace, MD 21078. Period of Performance (PoP): Base Year 01 MAY 2024 to 30 APR 2025 Option year 1 01 MAY 2025 to 30 APR 2026 Option Year 2 01 MAY 2026 to 30 APR 2027 Option Year 3 01 MAY 2027 to 30 APR 2028 Evaluation Criteria / Basis for Contract Award: Award will be made based on technical acceptability, price, and past performance to the contractor whose offer conforms to the requirements of this solicitation. I. Technical Capability: Offeror shall meet PWS criteria listed in sections: 1.4; 3.0; 4.0; 5.0; and Performance Requirement Summary (PRS) to be considered technical acceptable for this solicitation. See formal solicitation and PWS attached for more details. II. Price: Pricing shall be submitted complete and error free within the offer. The Unit Price, Amount, and Net Amount shall be completed for every item/CLINs. Pricing submitted with errors may be removed from consideration for award. III. Past Performance: To meet government needs, offeror shall comply with FAR part 9.1 to be consider for this contract and have� Satisfactory� or greater past performance evaluation ratings in according with Contractor performance Assessment Reporting System (CPARS). Integrity Data report must be �NO record� found on all report types, and NO data exclusion. data found, in Sam.gov. CPARS government site: https://www.cpars.gov/. The offer evaluation and discussion procedures at FAR 15.3 Source Selection do not apply to this acquisition. Offerors are hereby instructed that, regardless of any language that may be used in this solicitation, the Maryland Army National Guard (MDARNG) is NOT conducting this procurement under FAR. Part 15 procedures. This procurement is being conducted under the ""Small Businesses Set-aside Competition"" using FAR part 12-Acquisition of Commercial Products and Commercial Services, and FAR part 13- Simplified Acquisition Procedures. Although the Government does not intend to engage in exchanges with offerors after the receipt of offers, the Government does reserve the right to negotiate with one or more, but not necessarily all, offerors for any reason. The government does not intend to hold any exchanges after receipt of offers and respondents are advised to submit their best offer at the time, they are due. In the event that exchanges with respondents after the receipt of offers are deemed necessary, the contracting officer may hold such exchanges with any or all offerors, at any time, in any manner, without complying with the rules in 15.306(c) and (d) and 15.307(b), which are not applicable to this acquisition.
