We intend to Sole Source this requirement to Critical Mention INC. PWS below, no other vendors that complete all task ahve been found,� PERFORMANCE WORK STATEMENT (PWS) Office of External Affairs News Monitoring and Metric Service USDA Rural Development 1.0 PROGRAM AND MISSION BACKGROUND 1.1 Rural Development (RD) works to foster opportunity and economic security in rural America by investing in local infrastructure, supporting a community�s people and jobs, and helping advance rural prosperity with access to innovation and technology. Through loans, grants and partnerships with local leaders, RD provides tools and resources to help ensure rural families, businesses, and communities have the support they need to prosper, today and into the future. RD is a catalyst for rural prosperity by improving high-speed internet access, helping to provide affordable rural housing, supporting the connection of rural skillsets to jobs of the future; aiding in the modernization of roads, bridges, and water systems; and assisting communities� access to healthcare. 1.2 The Office of External Affairs (OEA) is the central point of contact for USDA Rural Development (RD) on public affairs and Congressional relations, including press and social media. OEA�s major functions include: coordinate the development and dissemination of information to the press on RD programs and policies; coordinate Congressional relations and Congressional correspondence; oversee the development and maintenance of RD�s external website and social media platforms; review and disseminate internal RD employee communications; manage RD�s conference and event planning activities; and, coordinate the production of multimedia, publications, and printed materials. All OEA functions are performed in support of RD�s work to foster opportunity and economic security in rural America. 2.0 News Monitoring and Metric Service Scope of Effort Within the function of the development and dissemination of information to the press on RD programs and policies, OEA monitors the results of these efforts. The monitoring of these efforts consists of several components: the location and identification of earned media placements; the collection of those placements; the organization of those placements; the redistribution of those placements; the analysis of those placements. The results of the monitoring has multiple constituencies. One group is all RD employees and contractors. In effect, anyone on an RD ListServ. A second group is leadership from OEA, RD and USDA. A third group is key Members of Congress and selected staff. The final group is external stakeholders and partners. Satisfying the components of the monitoring mentioned above requires OEA to have tools that are simultaneously accurate, comprehensive, and efficient, since the breadth of media interest on RD programs and policies covers all states and territories. That media ranges from sophisticated, digital-first operations with dozens of staff and a broad audience, to weekly or even monthly publications that are trade-centric or hyper-local, with perhaps one or two employees. The aforementioned constituencies are similarly diverse in their expectations as will be detailed below. 3.0 PROGRAM OBJECTIVES The curation and publication of the daily NewScan product requires that OEA locate and identify media, collect the media, and organize the media -- or three of the four components of service. These components reach all the constituencies referenced above. The analysis component of service is of use to the OEA press team, OEA leadership, RD leadership, and USDA leadership for strategic purposes. 4.0 DESCRIPTION OF PROGRAM TASK SUPPORT REQUIREMENTS 4.0.1 OEA achieves the first part of the monitoring � locating and identifying � through a complex search function. The complexity is necessitated by the scope of RD�s operations, the scope of the interest in those operations and the range of entities that publish news on those operations. Due to the volume of media created on a daily basis in response to RD�s programs and/or principles, it is critical that the search function be as frictionless as possible in that it is easy to read, easy to ascertain the relevance of the media in question and be easy to flag as being relevant. Once potential RD-related media hits are located, they must be identified with certainty as being about RD�s programs and/or principles. Once that certainty has been met, all media published within the past 24 hours is then assembled and put into digital space and reviewed further. It is essential that this digital space be secure and high in capacity, preferably in the �cloud.� The media in that digital space represents the media that is subject to analysis, a point to which will be returned to in 4.0.2. The media that rests in this digital space is now eligible to be considered for that day�s NewScan. Due to the volume referenced earlier, it is not practical to include every piece of media in this space in that day�s NewScan. Media that captures the thrust of the most recent press outreach is included, with every effort made to limit duplicative media while assuring that what is included is comprehensive and satisfies the varied interests of the core constituencies of NewScan: RD employees and contractors, key Members of Congress and selected staff, and external stakeholders and partners. Of note, some media in this digital space may be tangentially about RD or subjective in tone. Such media may be of interest of to various members of leadership, but not suitable for the core constituencies of NewScan. Now that the media had been collected into one spot, it must be redistributed via NewScan. In order for the media to be redistributed, it must be edited. Broadcast (Radio and TV) clips are edited to include the portion relevant to RD. Text/online clips are edited to include the key passage or relevant quote. Here again, it is paramount that the tools used to perform the editing are efficient and accurate. This is the most labor-intensive element to the process. Once the editing is complete the media must be organized. Typically, it is organized by subject matter or by principal at the National level. Outside this milieu, media is organized alphabetically by state. The organization component requires tools that are flexible enough to manipulate a variety of media, while also maintaining the visual integrity of the media that has been identified for inclusion in that day�s NewScan. Once the organization is complete, the last component � redistribution to the aforementioned constituencies � is next. This component is dependent on a tool that can generate source code that is a) mobile-friendly b) easily navigable within the MS Outlook setting c) of high visual integrity regardless of the platform of the user. The constituencies may have different expectations. RD employees may be interested to see that their work is receiving positive publicity. Stakeholders may wish to see that their priorities are being well-received by RD and other partners. Members of Congress and staff may wish to assure that taxpayer dollars are being used properly. The digital space referenced above is the holding area for all media related to RD collected in the past 24 hours. It is essential that as much of this media contain key data points such as: Name of Publication Time and Date of Publication Location of Publication Author Estimated Audience Length of media (word count or time, in the case of broadcast) The media in this space is then copied to a separate space dependent on: the time it was published, the principal involved, the subject matter, the location or other factors as identified by leadership. When this media is collected at scale � either over a month, or in the week subsequent to press outreach � trends can be identified by leadership to assess the effectiveness of media strategy with the respect to number of people reached, the location of those people and other factors as identified by leadership.
