- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 951700-24-Q-0013 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR). The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 - Landscaping Services with a small business size standard of $9.5M/ Product Service Code:�S208 - Housekeeping- Landscaping/Groundskeeping. The Office of Cuba Broadcasting (OCB)/United States Agency for Global Media (USAGM) is an entity of the US Government that conducts international radio broadcasting. OCB is headquartered in Miami, Florida and is a component of this federal agency. One of OCB's broadcasting facilities is located on Sister Creek Island, Sombrero Blvd., Marathon, Florida.� OCB requires a Contractor to provide all labor and materials to include required equipment to perform grounds maintenance services.� The Contractor will be required to maintain grass over the entire 28 acres of the facility.� Site Location:��OCB Marathon physical address is�located at: U.S. Agency for Global Media Office of Cuba Broadcasting Radio Marti Transmitter Station Sister Creek Island Sombrero Blvd. Marathon, FL 33050 The period of performance associated with this requirement is as follows: Base Year: March XX, 2024, to March XX, 2025 Option Year 1: March XX, 2025, to March XX, 2026 Option Year 2: March XX, 2026, to March XX, 2027 Option Year 3: March XX, 2027, to March XX, 2028 THIS IS A TOTAL SMALL SET-ASIDE ACQUISITION. �ALL RESPONSIBLE SMALL BUSINESS OFFERORS ARE ENCOURAGED TO PARTICIPATE.� This solicitation is only be issued in electronic format and will only be posted herein on Sam.gov at https://sam.gov/.� In order to receive notification of any related amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR.� If you are not registered, the Government is not responsible with providing you with notification of any amendments to this solicitation.� Submission Instructions:��Contractors are encouraged to visit the project site prior to submitting a proposal response. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENITAL DATA. The Government intends to award a contract/purchase order resulting from this solicitation to the lowest priced, technically acceptable quoter who is a responsible contractor. The evaluation process shall include the following: a) Compliance Review. The Government will perform an initial review of quotations received to determine compliance with the terms of the solicitation. The Government may reject unacceptable quotations that do not conform to the solicitation. b) Technical Acceptability. Technical acceptability will include a review of the Contractor�s quote and along with any supporting experience provided or acquired by the Government. c) Price Evaluation. The lowest price will be determined by multiplying the quoted prices times the estimated quantities in �Prices - Continuation of SF-1449, block 23�, and arriving at a grand total, including all options. The Government reserves the right to reject quotes that are unreasonably low or high in price. d) Responsibility Determination. The Government will determine contractor responsibility by analyzing whether the apparent successful quoter complies with the requirements of FAR 9.1, as eligible to receive an award under all applicable laws and regulations. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective quoter(s) are encouraged to register prior to the submittal of quotations. Questions regarding the solicitation document are due no later than Thursday, February 15 2024, at 2:00 PM EST.� Only electronic offers will be accepted. �Proposal responses shall be sent by email to the Contracting Officer, Mr. J.R. Hill, chill@usagm.gov with a copy to Ms. Amber Gray, AGray@usagm.gov, by no later than Monday, February 26, 2024 by 2:00 PM (EST).� The entire quote package shall not exceed thirty (30) pages. NOTE: Prior Government contract work is required for submitting a response under this requirement.� In addition, your company must be registered in the System for Award Management (SAM), to be eligible to receive an award from any Government solicitation.� To register, go to www.sam.gov.
