Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD 21702, in support of the Walter Reed Army Institute of Research (WRAIR) Blast Induced Neurotrauma (BINT) branch, intends to award a sole source award to The Bronx Veterans Medical Research Foundation (BVMRF), James J. Peters Veterans Affairs Medical Center, 130 W Kingsbridge Road, Bronx, NY 10468, in accordance with FAR 6.302-1, as the only responsible source with the highly specialized skills required to conduct the full array full array of Laboratory analysis of APOE Alleles and background to provide the BINT branch with the results needed for this study of APOE alleles in relation to effects from blast overpressure exposures during military training. ��Provisions and clauses in effect through Federal Acquisition Circular 2024-02 are incorporated. The Bronx Veterans Medical Research Foundation (BVMRF), James J. Peters Veterans Affairs Medical Center, will provide laboratory research on provided samples, using specified methods to conduct genomic DNA isolation, genotyping, and data analysis. ��Specifically, this contract will provide analysis of the APOE-?4 allele and its influence on blast-related outcomes. The APOE gene provides instructions for making a protein called apolipoprotein E (APOE), and the APOE-?4 version of the gene is associated with an increased risk of developing dementia. The intended acquisition will be classified under North American Industry Classification Systems (NAICS) 621511, Medical Laboratories, �with a size standard of $41.5M Dollars. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to release a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Bronx Veterans Medical Research Foundation (BVMRF), James J. Peters Veterans Affairs Medical Center. � All responses concerning this notice shall be emailed to Rebecca Wisner at rebecca.c.wisner.civ@health.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Standard Time (EST), 28 February 2024. No phone calls accepted.
