- THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. This is a notice of intent to award a sole source contract In Accordance With (IAW) Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The United States Army Medical Research and Acquisition Activity (USAMRAA) intends to award directly to The MITRE Corporation (MITRE), 7515 Colshire Drive, McLean, VA 22102,�to provide support to the U.S. Army Telemedicine and Advanced Technology Research Center (USATATRC) in executing a project to: 1. Demonstrate autonomous core capabilities that can be adopted for use in support of warfighters on the battlefield or in other civilian and military, inpatient and austere environments to improve health outcomes and save lives in austere environments. 2. Provide the ability to work with government, industry, and academia to deliver solutions to complex challenges and incentivize cross industry and government collaboration and outreach to deliver healthcare capabilities for use in a variety of military medical operational needs. 3. Establish a data interoperability governance panel membership from recognized experts and key stakeholders. 4. Establish standards and data structures for exchanging data from AC2 research projects. 5. Pilot demonstrations of data interoperability that meet AC2 research portfolio objectives. MITRE is a DoD sponsored Federally Funded Research and Development Center (FFRDC) and can provide research and analysis per FAR 35.017-3(b)(3). All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted by 10AM EST, February 23, 2024. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chelsey Jahn by email at chelsey.n.jahn.civ@health.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements.�
