Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this sources sought must be in writing.  The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below.  The priority is to find two or more Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB). Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.  Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number and (h) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. CONTRACT REQUIREMENTS This contract provides for comprehensive patient satisfaction measurement services and analysis for the Long Beach VA Health Care Systems (LBVAHCS), and surrounding CBOCs, to include all clinics/departments for both inpatients and outpatients. These services shall consist of the formulation, distribution, data collection, and analysis of patient satisfaction survey instruments of inpatients and outpatients. These survey instruments shall include customized questions for the LBVAHCS facility, as well as questions that permit comparison to other VA and non-VA facilities. The primary goal of this contract is to improve patient satisfaction and care by providing relevant feedback that identifies the FboNotice causes of patient dissatisfaction and offers solutions to address those causal factors. Comprehensive patient satisfaction measurement services are necessary to successfully meet Veteran expectations, as measured by VA Performance Measures and Monitors, and to provide input for excellence designations, e.g., Magnet, Baldridge. The following facilities are covered by this contract: 1. LBVAHCS 5901 East Seventh Street, Long Beach, CA 90822, include the surround 5 CBOC clinics/departments/units: a. Primary Care. Mental Health (Inpatient and Outpatient) Medical Practice/5 CBOC Inpatient Rehab (Inpatient/Outpatient) Emergency Department. Outpatient Visually Impaired Ambulatory Surgery Outpatient Test and Treatments Nursing Home/CLC NDNQI Nurse Excellence Solution Survey Content. The survey instrument shall measure, at a minimum, the following patient satisfaction indices. All indicators of nursing care required by the ANCC Magnet recognition program to include, but not limited to: courtesy and respect from nurses. careful listening by nurses. response time. pain treatment; and patient education. Frontline staff courtesy and helpfulness. Scheduling ease and accuracy. Speed of registration process and length of waiting time. Nursing staff (HT/CNA, LPN, RN) courtesy. Provider (i.e., MD, SW, Pharmacist) courtesy, quality of explanations, and amount of face-to- face time with patient. Office operations (hours of operations, cleanliness, etc.). Sensitivity to the patient s needs (scheduling, privacy concerns, convenience of office hours); ICU care (if possible). 2. Assembly of data collected and providing professional analyses of the data is included in the services. Reports will be available through the online portal to report on qualitative and quantitative data of patient satisfaction for LBVAHCS. The information can be run on demand, designed to include any time frame that the LBVAHCS would like to reference and can include: a. A comprehensive, detailed assessment of patients experiences at individual clinics and unit levels. b. A summary of patients experiences by LBVAHCS outpatient clinic and inpatient unit, with a comparative breakdown by medical specialty. c. Comparisons to other VA facilities. d. Comparison to other comparable non-VA facilities; and e. Key Drivers that highlight focus items to improve patient satisfaction. 3. Online Data Access. The Contractor shall provide online access to collected survey data, with the ability to conduct on-line data analysis of Long Beach VA patient data by defined queries at the unit, clinic, and organizational level. Online data access shall include all of the information gathered by the survey instruments and, at a minimum, the following additional data: a. Date of survey receipt. b. Date(s) of medical service provided. c. Type(s) of medical service provided. d. Clinic or patient care unit providing service; and e. Patient demographics. 4. Additional Services. The Contractor shall provide the following additional services at no additional cost to the Government: a. Virtual education sessions/training for staff working with the program and accessing the data and reports; [within 30 days (if schedules allow) of request]. b. Annual onsite data interpretation visits/training by the patient experience advisor upon request [within 30 days (if schedules allow) of request]; and c. Unlimited customer service phone support. [during normal business hours].
