- The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate a modification to an existing an existing Delivery Order number N0001924F5565 under Basic Ordering Agreement N0001922G0006 to General Atomics-Aeronautical Systems, Inc. (GA-ASI), Poway, CA, for development and integration of the enabling capability of an electronic warfare (EW) software Smart Sensor, to include hardware and software, for the �MQ-9A MUX MALE UAS� (Reaper Marine Air Ground Task Force Expeditionary (MUX) Medium Altitude Long Endurance (MALE) Unmanned Aerial System (UAS)). The Smart Sensor will enhace the capabilities of the EW POD System currently on the MQ-9A MUX MALE UAS by providing the capability to visually recognize and confirm target tracks. �This modification would also include the procurement of spare equipment for both the DAAS and the Smart Sensor �. GA-ASI will serve as the prime system integrator to integrate the software build of the Smart Sensor capability. The DAAS and Smart Sensor order requires recurring and non-recurring engineering, investigations, analyses, surveys, and studies; training and associated support; hardware and support equipment, including kits, consumables, materials, spares, and repair parts; programmatic, engineering, logistics, and other technical support. Award of this action is required by October 2024.� For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(c) (1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" GA-ASI is the sole designer, developer, manufacturer, and integrator of the MQ-9A MUX MALE UAS and its related equipment, and therefore is the only contractor with the requisite knowledge, experience, technical data, and software rights that can meet the Government�s requirements on a timely basis and in a cost-effective manner.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
