Pre-solicitation Notice: On-site Physician Radiology Services The Department of Veterans Affairs (VA), VISN 08, Orlando VA Medical Center (OVAMC), 13800 Veterans Way, Orlando, FL 32827, intends to solicit quotes from Federal Supply Schedule (FSS) contractors to provide personnel to provide services necessary to perform on-site board-certified Physician Radiology services to eligible beneficiaries of the Orlando VA Medical Center (hereinafter referred to as OVAMC) under firm-fixed price (FFP) contract. The VHA Radiology Services are accredited by ACR for Mammography follow the standards of Abdominal/GU, Breast Imaging, Cardiovascular, General, Interventional, Muscoskeletal, Neuroradiology & guidelines set forth by American College of Radiology (ACR). A contractor providing onsite interventional radiologist services shall provide services that meet or exceed the American College of Radiology Guidelines https://www.acr.org/-/media/ACR/Files/Practice-Parameters/IRClin-Prac-Mgmt.pdf.pdf The Contractor shall quote 1.0 (2080 hours) full time equivalent (FTE) Radiology Physician as key personnel. The Contractor shall propose one (1) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. Contractor s physician(s) shall be available and present in clinic during normal facility clinic hours which will be established, and may be revised, as deemed appropriate for patient care by the Chief of Staff. Currently, normal clinic hours are Mon-Fri 0800-1630 excluding Federal holidays. Off-hours coverage is not required. Additionally, Contractor shall identify a key personnel substitute to service as back-up in the event needed due to key personnel absence. The contractor s substitute shall meet the same qualification standards applicable to key personnel. QUALIFICATIONS: License: The Contractor s physician(s) assigned by the Contractor to perform the services covered by this task order shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. All licenses held by the key personnel working on this task order shall be full and unrestricted licenses. Contractor s physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this task order. Board Certification: All contractor s physician(s) shall be Board Certified per the American Board of Radiology (http://www.theabr.org/). All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of task order performance. Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Directive 1100.20 and VHA Directive 1100.21 referenced above. The Contractor is responsible to ensure that proposed physician(s) possesses the requisite credentials enabling the granting of privileges. No services shall be provided by any contract physician(s) prior to obtaining approval by the Facility Medical Executive Board and Medical Center Director. If a contract physician(s) and/or other contract provider(s) are not credentialed and privileged or have credentials/privileges suspended or revoked, the Contractor shall furnish an acceptable substitute without any additional cost to the government. Technical Proficiency: Contractor s physician(s) shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all contractor s physician(s) and contractor s physician(s) shall be responsible for abiding by the Facility's Medical Staff By-Laws, rules, and regulations (referenced herein) that govern medical staff behavior. Continuing CME Requirements: Contractor shall provide the COR copies of current CMEs as required or requested by the VAMC. Contractors registered or certified by national/medical associations shall continue to meet the minimum standards for CME to remain current. CME hours shall be reported to the credentialing office for tracking. These documents are required for initial and renewal privileging. Failure to provide shall result in loss of privileges. Training (ACLS, BLS, EHR, Rad/NM, and VA MANDATORY): Contractor shall meet all VA educational requirements and mandatory course requirements defined herein; all training must be completed by the contractor s physician(s) as required by the VA. Other training may become required. VA will communicate any changes to the training requirement to the contractor. The anticipated period of performance will be from May 01, 2024, through April 30, 2025. The authority of for this procurement is Title 38 USC 8153, Health Care Resources (HCR) sharing Authority, Federal Acquisition Regulation (FAR) Parts 8 - Required Sources of Supplies and Services, and 12 - Acquisition of Commercial Products and Commercial Services. The solicitation document will be issued as Request for Quote (RFQ) 36C24824Q0549. The VA anticipates issuing a Federal Supply Schedule (FSS) small business set-aside competitive solicitation for this requirement on or about February 14, 2024. Interested contractors will be responsible for downloading copies of the solicitation and any subsequent amendments from this website. No hard copies will be made available. The solicitation will provide instructions to contractors about the response to the RFQ submission process. Prospective contractors are encouraged to register their interest in the solicitation on the SAM.gov | Contract Opportunities website so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management (SAM), prospective contractors must be registered in SAM to be eligible for award.
