- The Defense Logistics Agency (DLA) Troop Support Philadelphia, Directorate of Medical Materiel, is conducting a request for information (RFI) for a Veterinary Electronic Catalog (ECAT) Solicitation to include veterinary supplies and delivery of veterinary medicine under the DLA Medical ECAT Program format. The objective of the solicitation will be to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Price contracts with Veterinary vendors for supplies and medicine ordered through DLA ECAT for delivery to Department of Defense (DoD) customers in both CONUS and OCONUS locations (to include the Contiguous United States, Alaska, Hawaii, and U.S. territories) at a fair and reasonable price.� �This program will provide a Whole of Government service to non-DOD customers. The contracted items will be provided to DLA customers through Direct Vendor Delivery (DVD) and Just In Time (JIT) delivery methods. Items of interest include: 6509:� Veterinary Pharmaceuticals 6510: Surgical Dressing Materials 6515: Medical and Surgical Instruments, Equipment, and Supplies 6520: Dental Instruments, Equipment, and Supplies 6525: Imaging Equipment and Supplies, Medical, Dental, Veterinary THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). The Government does not intend to award a contract based on this draft solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection FAR 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. The Government will use the information sought for the purpose of conducting market research to identify vendors that are capable and qualified to provide veterinary supplies, medicine and related products to Department of Defense facilities throughout the Contiguous United States, Alaska, Hawaii, and U.S. territories.� Delivery will also be to OCONUS customers, as well as to non-DOD customers. We are currently planning to solicit a 5-year Firm Fixed Price with Economic Price Adjustment contract with no options. Would your company be interested in this type of contract? Under ECAT, pricing is rolled-up: cost for a veterinary medicine (medicine, package, delivery, etc.) is priced as one-line item for the specific veterinary medicine requested. Would your firm be interested in this type of contract? In which country are your products manufactured? Do you expect to supply any foreign material? Are you the manufacturer/ original source for the veterinary supplies and medicine or a distributor?
