Description
The Federal Aviation Administration (FAA) has a requirement for the acquisition of UHF and VHF antennas used for air to ground communications at Enroute and Airport facilities supported by the Federal Aviation Administration in accordance with attached (draft) Statement of Work and Salient Characteristics for NSNs 5985-01-050-7521, 5985-01-050-7522, 5985-01-050-7523, 5985-01-050-7524, 5985-01-050-7525, 5985-01-053-5108, 5985-01-296-1904 and 5985-01-668-0620. These antennas are used in several FAA communications facility types including: Backup Emergency Communications (BUEC), Emergency Communications System (ECS), Radio Center Air/Ground Comm Facility (RCAG), Remote Communications Outlet (RCO), and Remote Transmitter/Receiver (RTR). The FAA contemplates the use of an Indefinite-Delivery/Indefinite-Quantity type contract with fixed unit prices, with a two (2) year base period and four two (2) year option periods, for the acquisition of these antennas. The North American Industry Classification System (NAICS) code is 334290 Other Communications Equipment Manufacturing. The business size standard for this NAICS is 800 employees. Antennas that have never been supplied to the FAA will be subjected to the Design Qualification tests outlined in the Salient Characteristics attachment to verify compliance with the mechanical and electrical characteristics. To be considered responsive, vendors expressing interest in this matter must provide the following: Capability Statement: 1. Demonstrate experience/capability for the requirements set forth in the attached (draft) Statement of Work and Salient Characteristics. a. Description of previous contracts for products that are similar in scope and indicate experience manufacturing VHF/UHF antennas.� b. Provide detailed information and past performance information for at least three (3) contracts within the last three (3) years including program title, customer name, contract dates, contract value, customer point of contact, and description of work performed.� 2. Provide a copy of ISO 9001:2015 certification. 3. Provide a point of contact number and name (either by phone, email or both) for questions. 4. *Proof of Entity Registration in the System for Award Management (https://SAM.gov) 5. A copy of the vendor's SBA 8(a) Certification Letter, if applicable or Certification of SDVOSB eligibility, if applicable. *Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) �By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.� All interested sources must submit responses in writing to connie.m.houpt@faa.gov by 2:00 p.m. CT, February 22, 2024 and reference 6973GH-24-MS-00006 UHF/VHF Antennas. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these antennas. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
