- Description
- The Medical Readiness Contracting Office - Pacific intends to award a firm-fixed price contract for the personal services for Base Operational Medicine Clinic (BOMC) Family Nurse Practitioner (FNP) Services for the 51st Medical Group at Osan Air Base, Korea.� The FNP shall conduct all duties of the FNP following all terms, conditions, general and special provisions, specifications, and attachments contained herein or incorporated by reference. �In addition to the education, certification, and experience listed in the position description, the FNP shall perform Base Operational Medicine Clinic (BOMC) related medical examinations, help manage BOMC programs, and conduct deployment- related health assessments and annual mental health assessments that comply with applicable Department of Defense (DoD) and Air Force policy and guidance, to include required standards of care and clinical practice guidelines. Additionally, the FNP must have a working knowledge of Microsoft Office applications and must become proficient in the use of the following computer systems: Composite Health Care Systems (CHCS), Aeromedical Services Information Management System (ASIMS), and the electronic health record that may eventually replace these computer systems.� Performance shall be in accordance with the requirements contained in this performance-based work statement.� All services shall be provided in accordance with established standards, principles, and ethics of the FNP profession and applicable professional specialty organizations. Required qualifications include, but are not limited to: Degree: Master's degree in nursing. Education: Graduate from an academic program, within the nursing specialty field of study that is accredited by a regional or national nursing accrediting agency recognized by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). Certification: Certified as a Nurse Practitioner by the American Nurses Credentialing Center (ANCC), or the American Academy of Nurse Practitioners (AANP). The provider must maintain current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross Cardiopulmonary Resuscitation (CPR)/BLS Course as required by AFI 44-102, ACLS course, and Community Health Management, Tables 1.1 through 1.6. The MTF can provide BLS and ACLS refresher courses. Licensure: Current, full, active, and unrestricted license as a Registered Nurse. Experience:� A resume that reflects at least three (3) years of total nursing experience including one (1) year of FNP within the last 5 years. The offeror shall provide evidence of prior experience in the following format: -�������������� The title of the contract/project -�������������� A brief description of work completed -�������������� Name of the Client Organization or Requiring Activity -�������������� Period of contract/project (year/month/date � year/month/date) -�������������� Complete name of point of contact at the Client Organization -�������������� Phone number of the POC of the Client/RA The Contractor personnel working on this contract shall be able to communicate in the English language at a proficiency level of a native speaker (as demonstrated by Test of English for International Communication (TOEIC) score greater than or equal to 850, which was obtained within the last three (3) years) and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government. This requirement is for a one-year period of performance 1 July 2024 � 30 June 2025, plus four one-year options, and the FAR 52.217-8, Option to Extend Services.� The NAICS code for this proposed procurement is 621399 and the annual size standard is $10M.� This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in February 2024.� No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.� The Contracting Officer is Ms. Kanoe Sing-Ching, (808) 438-5135, kanoelani.c.singching.civ@health.mil, and the Contract Specialist is Ms. Charis K. NOTICE TO OFFERORS All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement.� All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
