Description
The Contractor shall provide mobile telephones services for the U.S. Embassy Bogota, the Contractor shall ensure connection through its OWN network with no interruptions, clear, and with no static. Network problems shall be remedied immediately. GENERAL REQUIREMENT: The Contractor shall ensure service local coverage for at least 90% of the Colombian territory with special consideration to all urban areas and main traffic routes. � The contractor must have the appropriated licenses and permissions to operate in Colombia as a mobile network operator. � Unlimited voice calls to any carrier(s) within Colombia � Data Plans must be provided and charged in Gigabits (GB). Packages should include 36, 50 and unlimited gigabytes. � National Coverage for Voice Calls within Colombia � All Departments � National Coverage for Data Services � Free access (not using data plan) to the following applications: WhatsApp, Facebook and Twitter. � Caller ID must be available for incoming calls � Provide ability to disable send ID information for specific VIP numbers � The contractor must provide the activity Manager Mobile Service; platform that allows geolocation of personnel, inventory control, adapts to the request of the company for the generation of indicators. � The largest Colombian metropolitan areas must have 4G/LTE coverage (Bogota, Medellin, Cali, Cartagena, Barranquilla) � Medium size cities must have at minimum 3G coverage � The contractor must provide 4G/LTE coverage for the Embassy compound. � The contractor must provide at minimum 10 Mbps of download bandwidth and 3 Mbps of upload bandwidth for all 4G LTE connections in the main cities. � The Embassy should be able to retain/maintain its already in-use/assigned cell phone numbers via �Portability� option. The awarded company will perform the transition to a different company, if required, on behalf of the United States Embassy. � For all Embassy cell phones, the contractor must enroll the IMEI into the Colombian government site https://imeicolombia.co/registrar-imei/ � The contractor must include in the blacklist the IMEI of the Embassy stolen devices � The contractor must be registered in the �SIIA � Sistema Integral de Autorizaciones� system which is the Authorization to sell Mobile equipment ""AVETM"" before the Colombian Ministry of Information Technology and Communications �MINTIC�. � Call Waiting must be enabled. Users should be able this disable this option if required. � The Contractor shall ensure on a 24-hour basis international connectivity with the USA, all European countries, and all other worldwide countries that telephone services are available, with specific dialing instructions (prefix numbers). � Include minimum 500 minutes for International Long-Distance calls only from COLOMBIA to USA-CANADA- PTO RICO-MEXICO (Satellite and calls to other countries other than the mentioned above are not included). � For international Call, the provider must assign/inform prefix numbers � Caller ID must be available for incoming calls � Provide ability to disable send ID information for specific VIP numbers � The Contractor shall provide as extensive international roaming connectivity as possible, with the special interest of the Government for roaming within all South America and the USA. The Contractor shall provide Roaming services tracking in case the user is out of service during his/her trip. � While in Roaming, users must have access to Voice calls, SMS messages and Data Services. � International Roaming must be available for requested/assigned numbers based on the Embassy approval. � The contractor must confirm roaming cost while in Per�, Ecuador and Bolivia. Prices shall be reduced in accordance with the law 854 from Colombian MinTIC. � The contractor must provide prices for roaming within the United States, Ecuador, Per� and Bolivia as well as countries in the western hemisphere. � The user will be able to use international data service by using the contracted domestic plan. Should include up to 500 minutes of voice calls. With the use of the domestic plan data, users are allowed to travel to 18 countries: United States, Argentina, Brasil, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, M�xico, Nicaragua, Panam�, Paraguay, Per�, Puerto Rico, Rep�blica Dominicana, Uruguay and Canada. � Includes calls within the country which is visited and to Colombia. � The Contractor will provide International Roaming services in America, Europe, and the rest of the world. � The Contractor shall provide access to around the clock SMS messaging. SMS: unlimited text messages within Colombia, applies to cell phones/iPads plans only. SPECIFIC REQUIREMENT: The Contractor shall provide for 53 exisiting/active cellphone/Mifi lines the follwing: Unlimited Data plan within Colombia. Unlimited Voice plan within Colombia. Unlimited Voice minutes plan for calls to be made to the United States. International Data and voice roaming services as described above PERIOD OF PERFORMANCE: APR13,2024-APR12,2025
