Description
REQUEST FOR INFORMATION (RFI) FOIL ASSEBMLY REVERSE ENGINEERING (AARE) 1. This Request for Information (RFI) is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (CCSD), Joint Base San Antonio - Lackland, Texas, for market research and planning purposes only. 2. THIS RFI IS NOT A REQUEST FOR PROPOSAL, INVITATION FOR BID, OR AN ANNOUNCEMENT OF A SOLICITATION; IT IS ONLY INTENDED FOR INFORMATION OR PLANNING PURPOSES. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offerors ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract based on this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise because of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be asked to provide additional information/details based on their initial submittals. 3. This RFI is being conducted to determine if there are contractors capable of performing the following service. The US Air Force uses the Advanced Atmospheric Research Equipment (AARE) system to collect airborne particulate samples from the air stream during an operational sortie. The air sampling pod, or foil, is mounted to the side of the aircraft. These foils direct the airflow from the outside air though ducting and through a sampling plenum area. In this plenum area, airflow is directed though a filter paper. These individual papers collect dust and debris from the air stream. Off the aircraft, filter papers are then analyzed for particles of interest. This system directly supports our nation's nuclear treaty monitoring mission. The original manufacturer of these foils was Lockheed, working with Sandia National Labs (SNL) in the 1960s. The military owns the hardware but there is no supporting repair/reproduction documentation; no useable drawings/models or tooling, no hardware assembly information, no support SolidWorks MBD/Date info. Neither Lockheed, nor SNL, are interested in this workload. Due to age and failing components, it has become difficult to repair these foils and keep this vital mission operational. The government requires a reverse engineering effort to create drawings, models, and tooling for over 150 parts in addition to a newly constructed first article foil assemblies to keep the mission operational. This effort involves precision measuring, 3D scanning, and modeling of existing hardware. Data deliverables (CDRLs) on this effort include a monthly status report, a thorough Technical Data Package, a Test Procedure and an Acceptance Test Report. NOTE: This is not a redesign effort. To change the current design of the air sampling foil would require the new configuration to pass months of inspection, materials testing, stress testing, certification, and the approval of the AARE configuration control board. That is beyond the scope of this contractual effort. Again, this is strictly a build just like the GFE effort. Hardware deliverables on this effort include a 1st Article Foil assembly, all tooling, and two reassembled GFE foils. GFE Foil #1 will be issued to the vendor assembled; the vendor may disassemble the foil in their research effort on how the foil is manufactured. That foil must be reassembled as part of the effort. GFE Foil #2 will be issued to the vendor disassembled. The vendor will reassemble this foil as well. The vendor will provide a quote to reassemble/test and ship GFE foil #2 as a separate quote. The government may choose to fund or not fund this second GFE reassembly effort. The CLIN structure on this effort will be; 1) the reverse engineering effort, 2) technical data package, 3) tooling, 4) testing/acceptance of first article foil, 5) reassemble/testing/acceptance of GFE Foil #1, 6) reassemble/testing/acceptance GFE Foil #2, 7) Freight. 4. Industry Information Day an industry day will be held on Lackland AFB on 6 March from 0900 to 1400 CST. The purpose of this Industry Information Day is to provide prospective vendors the ability to view the GFE foils to be provided for this effort. Additionally, the Government will receive feedback to better refine its requirements. At no time will the Government elicit trade secrets. This announcement should not be construed as a Request for Proposal (RFP)/Request for Quote (RFQ) or a commitment by the United States Federal Government. The U.S. Federal Government does not intend to award a contract on the basis of this Industry Information Day. The information obtained from the Industry Information Day will be utilized for market research purposes only. The Government will not pay for any costs incurred as a result of the contractors participation in this event. To participate, interested contractors shall: Register no later than 1 March, 20224 by 4:pm CST To register, send an email to brooke.carpino@us.af.mil and odell.sidberry.1@us.af.mil with the following information: -Name of personnel attending -Company Name -Mailing Address -Email Address -Phone number Please be mindful that the Government will: -Not Accept sales pitches or giveaways during the industry day. -Not allow any recordings, camera, tape recorders, or other reproduction devices during the event. -Questions will need to be submitted in writing. Location of the Industry Day will be: 410 N Frank Luke Dr. Building 1530, Bay A San Antonio, TX 78226 5. All vendors are requested to respond to the requirement by submitting a capability statement (no more than 5 pages) that includes the following items: a. Interested offerors should provide the following information: Company name Commercial and Government Entity (CAGE) Codes Security points of contact including address, e-mail address, telephone, and fax numbers CAGE Code location and security officer point of contact information b. Proof of Current Qualifications/Certifications c. Provide a high-level ROM for the effort. d. Seeking feedback on the Statement of Objectives (SOO). 6. As indicated above, this is market research. Your responses will be used for planning purposes. Please address any comments and/or questions you may have regarding this RFI in writing by e-mail directly to the Contracting Officer, Ms. Brooke A. Carpino, Email: brooke.carpino@us.af.mil, and Mr. Odell Sidberry, Email: odell.sidberry.1@us.af.mil. Response due date 13 March 2024 , 4:00 PM CST. Please annotate the subject line of e-mail responses as: Foil Reverse Engineering (AARE), RFI #1 Response. Responses may be emailed to the addresses listed above.
