Description
This is a notification that the Missile Defense Agency Targets and Countermeasures (MDA/TC) intends to issue a sole-source for both the extension and follow-on contract under statutory authority 10 U.S.C. 3204(b)(B) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), Only one responsible source and no other supplies or services will satisfy agency requirements. Both the extension and follow-on contract will be issued to Northrop Grumman Systems Corporation (NGSC) 1575 South Price Road, Chandler, AZ 85286.� The MDA/TC intends to extend contract HQ0147-11-C-0006 with NGSC for a minimum of nine (9) months for completion and execution of Flight Test Aegis Weapon System (FTM)-40 which requires authorization under the Pre-Mission Analysis Contract Line Item Number (CLIN) 12 months prior to the Best Estimated Test Date (BETD). MDA also intends to issue a new contract to�NGSC to continue to meet the Legacy Intermediate Range Ballistic Missile/ Intercontinental Ballistic Missile (IRBM/ICBM) Flight Test Support (LIFTS) requirements. This contract will have a five (5)-year base period projected for June 2025 to June 2030. Due to changes in the IMTP, seven (7) IRBM/ICBM targets will remain in inventory to be used on future tests at the end of the current IRBM/ICBM contract period of performance (PoP) (December 31, 2025). A new contract is needed to provide integration and launch support for the remaining seven (7) IRBM/ICBM targets. Due to the nature of the requirements, NGSC is the only company capable of fulfilling both the extension and follow-on requirements. NGSC is the only company with the tools, experience, and the Technical Data Package (TDP) that are necessary to execute this highly specialized and complex activity. NGSC is the current Original Equipment Manufacturer and, per Market Research, is the only Contractor with the experience and expertise to provide the LIFTS requirements. No other company is able to satisfactorily perform the required services without unacceptable delays and a substantial duplication of cost in fulfilling the Agency�s requirement. The substantial duplication of cost would not be recovered through competition. This notice is not a request for proposals. This action will result in a modification to extend contract HQ0147-11-C-0006 and a new follow-on contract, which is necessary to allow for support of critical IRBM/ICBM test missions. The NAICS Code for this procurement is 541715. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. Should any other contractor that reasonably believes it can provide the aforementioned support services without incurring duplication of cost, and without schedule delays, choose to provide a capability statement, proposal, or quotation, it will be reviewed and considered by the agency. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement.� The Government will not reimburse any cost associated with capability statements or other correspondence submitted in response to this notice.� All responses to this notice must be received no later than 4:00pm Central Standard Time, February 23, 2024 and should be submitted to Mr. Marcus Abram, Contracting Officer at marcus.abram@mda.mil and Mr. Dane McGuire, Contracting Specialist at dane.mcguire@mda.mil.
