Description
This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 237130 Small Business Size Standard: $45,000,000.00 Solicitation: The NPS anticipates issuing a request for proposals in the spring/summer of 2024. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: The project is located at Voyageurs National Park, Minnesota. The construction magnitude is more than $10,000,000.00. The surrounding area is rural with limited NPS provided staging locations at Ash River and Kettle Falls Island. This project will require sourcing electrical transformers, junction boxes, transmission cables, generators, and applicable appurtenances. The construction site is approximately 40 miles from nearest suppliers and lodging facilities (International Falls, pop. 5,802). The Park will remain open and operational during construction, thus contract activities and logistics must be structured and scheduled with the Park and Concessionaire to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The structure is a historic/natural/cultural resource. The anticipated period of performance of 425 calendar days including the design period. There are seasonal/other shutdowns mandated through the construction season. The lake is inaccessible from approximately mid-October to early May. Winter construction is not possible. There are seasonal restrictions on certain types of work that may affect wildlife. The project is anticipated to miss these windows. Project Scope: This project will replace the main underwater high voltage cable and multiple transformer boxes that run from the mainland to the Kettle Falls district. Pad-mounted switchgear, sectionalizing enclosures, elbow terminations, as well as individual and other associated components will be replaced as needed. An improved level of emergency backup generation for critical loads at Kettle Falls Area will be installed. The current line and transformer boxes were installed in 1987 and is an underwater line with an exposed neutral braid. The Park has been exposed to multiple lightning strikes over the years. Since the neutral has been compromised, the protection of the main line is gone which causes line destruction. The most recent power outage lasted a whole week on and off trying to figure out where all the areas that the line was damaged and power outages are expected to increase over time with the failing system. The power supplies a historic hotel district that brings in thousands of visitors each year. The hotel is active and is run by concessions. Due to the compromised neutral wire, this poses a serious safety risk to visitors as well as employees. The neutral serves as a ground for the cable, and as more lightning strikes occur the chances of someone being struck increase. Secondly when power goes out facilities are forced to be closed such as restrooms, showers, and the restaurant. There is also a food safety factor at the restaurant due to the freezers and coolers loss of power. This has potential for food to develop bacteria that could lead to sickness of visitors. The Fire suppression system pumps are run by electricity; therefore, if there is no power then there is no fire protection for the Historic hotel. This jeopardizes the visitor's safety as well as the historic building. The new backup generator would allow the concession to continue to stay operational in the event of a power outage. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company�s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions. (5) In addition businesses may submit existing marketing materials such as capability statements and brochures.
