- Description
- The U.S. Army Corps of Engineers, Philadelphia District (NAP) has a requirement to perform periodic beach nourishment as authorized for the Manasquan Inlet to Barnegat Inlet Coastal Storm Risk Management Project (CSRM). The project provides coastal storm damage reduction by maintaining an engineered beach throughout the Manasquan Inlet to Barnegat Inlet project area. The Manasquan Inlet to Barnegat Inlet beachfill project is located along the Atlantic Ocean coastline of Ocean County, New Jersey between Manasquan Inlet and Barnegat Inlet. The project area encompasses a total of 13 miles of ocean shoreline which includes the contiguous municipalities of Point Pleasant Beach, Bay Head, Mantoloking, Brick Township, Toms River Township, Lavallette, Seaside Heights, Seaside Park, and Berkeley Township. The contract work consists of a base bid to place approximately 2,100,000 cubic yards of beachfill to replenish the existing engineered beach. In addition, the project will incorporate the construction or repair of pedestrian, vehicle, and Americans with Disability Act compliant, (ADA), dune crossovers; planting dune grass; installing sand fencing and the relocation or removal of various existing structures and obstructions to accommodate the placement of the beachfill. The period of performance of the base bid is anticipated to be 270 days after the issuance of the Notice to Proceed. The contract work may also consist of separate options to place additional amounts of beach fill, perform additional sand grading, and construction of additional dune crossovers per option within locations throughout the project area. If awarded, the options may add various extensions of time for each option. The beachfill material for this contract must come from authorized borrow areas located 1.5 to 3 miles offshore of the project area in the Atlantic Ocean which will be shown on the contract drawings. Solicitation No. W912BU24B0010 is anticipated to be issued around 19 February 2024 as an Unrestricted procurement. The award will be made as a whole to one bidder in accordance FAR Part 14 - Sealed Bidding procedures. Bonding will be required at the time of bid opening by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation. The contract period of performance is 270 calendar days. Magnitude of Construction is estimated between $25,000,000 and $100,000.000. The NAICS code for this project is 237990 (SIC 1629) - Dredging and Surface Cleanup Activities Subset with a small business size standard of $37.0 million. This requirement is anticipated to be subject to a Project Labor Agreement per FAR Subpart 22.5. Offerors should review the entire solicitation once posted.
