- Description
- This is a synopsis for the Broad Agency Announcment 693JJ3-24-BAA-0002 that will be issued in Februrary 2024. This BAA will provide the Federal Highway Administration (FHWA) and its partners the flexibility to address research and development projects that could lead to innovative changes and revolutionary advances for transportation in the United States.� The objective of this BAA is to advance the practice and application of transportation planning among State, metropolitan, regional, local, and Tribal transportation planning governments and nonprofit organizations in response to reconnect communities and neighborhoods in transportation planning and to identify new tools, techniques, and approaches that respond to national transportation planning priorities. The vendors are expected to be able to organize resources to address issues that will often be multifaceted and contentious in nature, and provide a broad range of support functions in multiple application areas that include:� Reconnecting Community in statewide and regional transportation planning capacity building Reconnecting Community in transportation corridor planning Reconnecting Community in public involvement, environmental justice, and visualization Reconnecting Community in other planning activities, innovative tools or approaches For this BAA, HEP will solicit State DOTs, metropolitan planning organizations, state and local agencies, university transportation centers, non-profit organizations, and/or for-profit contractors who can conduct research, and/or applied research that lead to or support the goal of reconnecting community in the four application areas listed above. The performance period for this work is up to twenty-four months. FHWA anticipates making multiple contract awards, dependent on the solutions proposed that sufficiently address the objectives. This BAA will be solicited as a two phased solicitation with initial white papers and an advisory downselect for full proposals.�
